The Director-General of the Organisation for the Prohibition of Chemical Weapons, Sabrina Dallafior, travelled to Damascus and held talks with Syria's Minister of Foreign Affairs, Asaad al-Shaibani. The two reviewed the work of locating and destroying what is left of the chemical weapons programme built under the Assad government. They agreed to strengthen cooperation between the OPCW and the Syrian authorities and to keep the dialogue going. Both sides noted that the first verified destruction of chemical weapons on Syrian soil had taken place in August 2026. Dallafior said she would work with Syria to find and eliminate any remaining stocks and stressed protecting civilians in Syria and the wider region from the spread of such weapons. Al-Shaibani said Syria would implement the Chemical Weapons Convention in full and that those responsible for using chemical weapons must be held to account. The OPCW had earlier investigated the attacks at Khan Shaykhun and Douma.

In her opening statement to the 113th Session of the OPCW Executive Council, Director-General Sabrina Dallafior said the August mission to Syria had produced the first verified destruction of declared chemical weapons since 2014. She said the Secretariat had since stepped up discussions with the Syrian delegation on the next steps. The immediate task, she told the Council, is to assess as many unvisited priority sites in Syria as possible before the end of 2026. She also said she intended to travel to Syria as soon as this could be arranged. Detailed written updates on the Syria file were circulated separately to member states. The Executive Council is the 41-member organ that oversees the work of the OPCW between sessions of its Conference of the States Parties.

Syria's President, Ahmad Al-Sharaa, addressed the General Debate of the 81st session of the UN General Assembly in New York, his second appearance there. He said more than 3.5 million displaced people and refugees had returned voluntarily and that weapons once held by non-State groups were now under government control. Sanctions had been lifted, security institutions rebuilt and reconstruction and investment projects launched, he said, and a transitional justice process and work on tracing missing persons were under way. He said Syria was running a campaign against cross-border drug and human trafficking networks. On the Golan Heights he said the territory remains Syrian and that all measures of annexation there are null and void, pointing to Security Council resolution 497. He reaffirmed Syria's commitment to the 1974 disengagement agreement with Israel, which created the UN observer force UNDOF, and said he would return to the 82nd session.

Syria and the World Bank announced in a joint statement on Sunday that they have agreed on a multi-donor trust fund for recovery and reconstruction. The Syria Recovery and Reconstruction Trust Fund, known as Start, is meant to offer concessional financing, investment guarantees and technical assistance. Finance Minister Yisr Barnieh called it a milestone in the recovery journey of Syria. The agreement came after the annual meetings held in Bangkok, the latest gatherings attended by Syrian officials since the fall of Bashar Al Assad in December 2024. The World Bank put the reconstruction cost at about $216 billion in a 2025 estimate, with infrastructure making up 48 per cent of total damage. Gulf partners have also pledged support, including a $2 billion Saudi investment package.

Its Finance Ministry has announced that Syria would return from Nov. 1 to the Arab constituency at the International Monetary Fund, leaving the group of the Russian Federation that it entered in 2012. Finance Minister Mohammed Yisr Barnieh and Central Bank Governor Mohammad Safwat Raslan met Ali Al-Hosani, who is executive director for the group, at the 2026 annual meetings in Bangkok. Also on the table were technical aid, capacity building and the groundwork for Article IV consultations, the regular reviews of the economic policy of member countries. The last such consultation with Syria took place in 2009. In August the IMF said it expected double-digit growth in Syria in 2026, with data gaps still a constraint.

Background
This old dispute is back in the news because of the reported Israeli incursions in Quneitra and the Syrian President's statement at the General Assembly that the Golan Heights remain Syrian. The Golan Heights are a high plateau on Syria's south-western edge. Security Council resolution 497 was adopted unanimously and declared Israel's measure of annexation there null and void. The disengagement agreement signed by Israel and Syria in 1974 created a line of separation between the two. The United Nations Disengagement Observer Force, UNDOF, was set up to watch whether that agreement is kept. Quneitra is the Syrian governorate that lies along this line. Syria still says it is committed to the 1974 agreement.
