KSEB's extra spending on short-term power touches nearly Rs 1,000 crore in two months

The Kerala State Electricity Board has run up close to Rs 1,000 crore in extra spending on power purchases in two months. A large part of it comes from an agreement for power from Himachal Pradesh at Rs 14.50 per unit, under which Rs 80 crore was paid in the first week and Rs 67 crore in each later week, taking the estimated total to about Rs 300 crore. A second agreement with the private firm VEH Global for up to 200 MW at Rs 11 per unit is estimated at about Rs 40 crore. Neither agreement had the regulatory commission's approval when it was signed, and KSEB applied for approval only later. Even if approval comes, recovering the cost through consumer bills will take time. Contractors have gone unpaid since Onam and retirement benefits have piled up. The board says it needs at least Rs 1,000 crore to come out of the strain.

Police, revenue, forest and survey in one team: the task force the court has put on the Munnar land files

The Kerala High Court has nominated five persons for a Special Task Force to deal with encroachments on government land at Munnar and elsewhere in Idukki district. Government proceedings of the State had suggested nine names, from which the court picked four as members and named the officer to head it. It draws those members from four arms of the administration, with a Superintendent of Police, a Deputy Collector, a Principal Conservator of Forests and a Survey Superintendent among them. In place of the Monitoring Committee set up earlier, the Special Task Force is to step into those shoes, subject to what the counsels urge, because the officers on that committee had not been given exclusive responsibilities or powers. It is headed by an Additional Secretary in the Government Secretariat, who has to see that the force meets and works without interruption. All of this comes out of a public interest litigation about illegal encroachments on a large scale and forged pattas in that district. Kerala High Court had also constituted a Special Investigation Team to inspect the veracity of pattas, along with a Digital Survey Team for a digital survey of the areas. It has told the State government to give the force infrastructure, work force and transport, and to keep its members free of other work while they prepare the protocol.

Force the court constituted: Special Task Force (STF) Munnar and the district around it: Idukki district Government proceedings suggested: 9 names Committee it steps in for: Monitoring Committee
Why it matters for exams: Special Task Force on the Munnar land encroachments steps in for a Monitoring Committee, and its members come from the police, revenue, forest and survey arms.

House number, ward number and a serial number: what Kerala has decided in principle to replace with a permanent digital number

House numbers in Kerala change whenever wards are reorganised, the boundaries of a local body are altered or the population increases. At present a house number joins three parts, the name of the local body, the ward number and the serial number of the house in that ward. Local Self-Government Department has now decided in principle to give every house a permanent identification number instead. Each house will get a 10-digit digital number of its own, with a QR code beside it, on the model of a postal PIN code. Separate codes will be assigned to different zones, and a common identification code will belong to each local self-government institution. A scan of that code will show the numbers linked to the LPG connection, the electricity connection, the ration card and the water connection of that house. Information Kerala Mission has prepared a model project for this unified numbering and handed it to the government. A house owner can also have a mobile phone number included, and the system is expected to help in delivering disaster management assistance and other services.

Why it matters for exams: A house number in Kerala joins the name of the local body, the ward number and the serial number of the house in that ward, and the Local Self-Government Department is the department behind it.

Central law or the Kerala statute: the test that decides which register a non-trading company answers to

Ministry of Corporate Affairs has reported that the SNDP Yogam comes wholly within the Companies Act, 2013. Kerala Non-Trading Companies Act, 1961 is held not applicable to it, because it operates in other states and outside India as well. The report says the Yogam has to go to the Registrar of Companies for everything, from a change in its Memorandum of Association or Articles of Association to its annual reports. In force still is an exemption of 1974, which lets one representative for every 200 members exercise voting rights. A Division Bench of the Kerala High Court had earlier asked the ministry to examine which law applies to it. Supreme Court, hearing an appeal against that direction, asked the ministry to hear every party concerned before it decided. Registrar of Companies is therefore the office such a body deals with, and not a state department of registration. Companies working in other states and outside India fall, on this reasoning, under the central law rather than the Kerala statute on non-trading companies.

Act the ministry applied: Companies Act, 2013 Kerala law held not applicable: Kerala Non-Trading Companies Act, 1961 Yogam exemption lets one representative act for: 200 members Registrar to approach: Registrar of Companies
Why it matters for exams: Registrar of Companies handles the Memorandum of Association, the Articles of Association and the annual reports of a company under the central company law.
