A government order of 1978, the K. T. Chandy Committee and the State's own management consultancy

Established in 1979, the Centre for Management Development is a management consulting and training institution of the Government of Kerala that is driven by research, and it caters to government at the Centre, in the States and at local levels, to development agencies and to institutions in the corporate and social sector. It was set up by GO (Ms) 294/78/ID dated 31.07.1978, on the recommendations of the K.T. Chandy Committee, so that enterprises of different kinds would get professional managerial support. The Centre is a professional society registered under act XII of 1955, the Travancore-Cochin Literary, Scientific and Charitable Society Registration Act, and it is attached with the Industries Department of the Kerala government. A Governing Board manages it. Its Chairman sits with three senior Secretaries to the Government of Kerala, two academicians in management, two industrialists, two representatives of professional bodies and four Chief Executives of public enterprises, and its member secretary is the Director. A Committee under Shri K.T. Chandy on the management development of public enterprises in Kerala had held that the agency bringing these forces together would have to be an autonomous body of some stature, and the Centre traces its genesis to that finding. The Centre says it has worked with management teams in over 250 organisations.
