Article 3 of the Constitution and the route by which the name of the State of Kerala would become Keralam

The Prime Minister's Office records that after the Union Cabinet approved the proposal for alteration of name of the State of Kerala as Keralam, the President of India will refer a Bill, namely the Kerala (Alteration of Name) Bill, 2026, to the State Legislative Assembly of Kerala for expressing its views under proviso to article 3 of the Constitution of India. After receipt of the views of the State Legislative Assembly, the Government of India will take further action and the recommendation of the President will be obtained for introduction of the Bill in Parliament. The same record notes that the Legislative Assembly of Kerala passed a resolution on 24.06.2024 to alter the name of the State to Keralam. That resolution stated that the name of the State is Keralam in the Malayalam language, but that in the First Schedule to the Constitution the name of the State is recorded as Kerala. The resolution also recorded that States were formed on the basis of language on the 1st day of November, 1956, and that the Kerala Piravi Day is also on the 1st day of November.

Constitutional provision: Proviso to article 3 Where State names are listed: First Schedule to the Constitution Assembly resolution: 24.06.2024 Bill to be referred: The Kerala (Alteration of Name) Bill, 2026
Why it matters for exams: Article 3 is examined on exactly this sequence - Presidential reference, the State Legislature's views, the President's recommendation, then Parliament - and the Keralam proposal is the live illustration an examiner is most likely to hang it on.
