Chandigarh Housing Board framework will let allottees keep construction allowed under earlier need-based change orders
14 October 2026
Allottees of independent Chandigarh Housing Board (CHB) houses will be able to retain lawful additions and alterations made under the board's earlier need-based change orders.
They must inform the CHB within three months, submit plans certified by a registered architect and a structural stability certificate in Form J under the Chandigarh Building Rules (Urban), 2017, and pay pending charges.
If the CHB finds deviations that cannot be regularised or compounded, it will inform the allottee within 60 days.
Demolition and reconstruction of independent houses is allowed under the development control norms for marla houses in the 2017 rules.
The framework was approved by the CHB board of directors in September and will come into effect after notification; it is in line with a Punjab and Haryana High Court order of April 21, 2022, and does not cover encroachment on government land.
The board has also cleared lifts in all CHB flats, allowing adjoining government land where a lift cannot be built within the building line.
