Kerala to delegate decisions to lower-level officials under the Janasparsham file clearance drive

Under an order of the Department of Personnel and Administrative Reforms, lower-level officials will be allowed to settle similar cases at their own level so that files need not travel to senior officers for each approval.
The step is part of the Janasparsham file clearance drive, which runs from 15 October to 31 December 2026 and which Kerala Kaumudi also renders as Janasparsham-Keralam; about 2.76 lakh e-files are pending.
Artificial intelligence will be used to flag repetitive administrative procedures and conflicting rules that delay decisions, and time limits will be fixed for decisions with clear responsibility at each step.
An online system developed with C-DIT will track file movement, and a permanent committee will examine files stalled because department heads have not given their opinions.
Development projects, fund allocation recommendations and departmental purchases form the first priority group; Legislative Assembly files go to department heads, while travel permissions and review reports can be settled at sub-office level.

Pending e-files: about 2.76 lakh Drive runs until: 31 December 2026 Department issuing the order: Personnel and Administrative Reforms Technology partner: C-DIT
Why it matters for exams: Delegation of powers, the pendency figure and the named drive are the three testable elements of a State administrative reform question.
