Several agreements were signed in Riyadh on Wednesday in the presence of Syrian President Ahmed al-Sharaa and Saudi Crown Prince Mohammed bin Salman.
Among them is a defence cooperation agreement between the two countries' defence ministries; its terms were not made public.
The Saudi Fund for Development also signed six concessional loan agreements worth more than $403m with Syria's Finance Ministry.
The money is for energy, housing, health, water, civil defence and other infrastructure, including $90m to repair the Aleppo thermal power plant.
It was al-Sharaa's second visit to Riyadh in less than a month.
Riyadh is the capital of Saudi Arabia and Damascus is the capital of Syria.
