The Lieutenant Governor as chairman ex officio: who sits on the Delhi Development Authority
Background
The Delhi Development Authority was constituted by the Central Government through a notification in the Official Gazette. A body corporate with perpetual succession and a common seal, it can hold property, contract, sue and be sued. Section 3 of the 1957 Act makes the Lieutenant Governor of the National Capital Territory of Delhi its chairman, ex officio. Central Government appointees fill three further posts: a vice-chairman, a finance and accounts member and an engineer member. Legislative Assembly members also sit on it, three of them elected by means of a single transferable vote; two of the three come from the ruling party and one from the opposition. No Minister of the Delhi government may be elected to it, and three more members are nominated by the Central Government, one of them with experience of town planning or architecture. The Commissioner of the Municipal Corporation of Delhi is a member ex officio. An elected member holds office for a term of five years and is eligible for re-election, but that term ends as soon as he stops being a member of the body that elected him.
