UNDP and Ukraine's energy ministry seek 500 million dollars for a new energy installation facility
2 November 2026
The United Nations Development Programme and Ukraine's Ministry of Energy are appealing for 500 million dollars through a new Ukraine Energy Installation Facility.
The facility is meant to install and commission energy equipment that is already inside the country, so that power can be restored before winter.
The programme says it helped keep electricity, heating and water running for 6.6 million people last year, and its Goodwill Ambassador met families in Kyiv living on only a few rationed hours of power a day.
Separately, the World Food Programme is giving emergency food to more than 400 people who left the Russian-occupied city of Oleshky in the Kherson region during a brief local ceasefire.
The evacuees reached medical facilities in Kyiv at the end of October after months of severe shortages, and the agency serves hot meals on arrival with a Ukrainian partner organisation for an initial two weeks.
The evacuation window closed on 1 November, and the UN Emergency Relief Coordinator said it showed what is possible when the parties put civilians first.
The food agency reaches more than half a million people every month across Ukraine with food and cash assistance, mainly near the front line.
It has recorded 134 security incidents affecting its staff, vehicles, warehouses and distribution points since 2023, 57 of them this year.
