Dutch education minister says 2.5 per cent student loan interest cap cannot be funded

Education Minister Rianne Letschert told the Dutch parliament that the coalition promise to cap interest on student loans at 2.5 per cent cannot be met with the money set aside. The coalition agreement of D66, VVD and CDA allocated 40 million euros a year for the cap. Letschert said an additional 120 million euros a year would be needed to bring the rate back down to 2.5 per cent. Long-term interest rates to which student loan rates are linked have risen from 2.7 per cent to 3.3 per cent. She offered alternatives such as a fixed reduction of about 0.2 percentage points or a floating cap. The student unions LSVb and ISO objected to the change in plan.

Dutch Gambling Authority imposes record 37 million euro fine on unlicensed casino operator

The Dutch Gambling Authority, known as the Kansspelautoriteit or Ksa, fined EOD Code SRL 37 million euros. It is the highest fine the regulator has imposed for offering gambling without a Dutch licence. The company ran sites including Instantcasino and Skyhills, and inspectors found a dozen sites in all. The Ksa said several sites carried no visible age check and accepted cryptocurrency and other anonymous payments. The fine was based on an estimate of the operator's revenue from Dutch players. The company states on its website that it is registered in Costa Rica.

Amsterdam studies a ban on disposable packaging after research finds it legally possible

The city of Amsterdam is examining a ban on disposable packaging such as coffee cups and fast-food containers. Research commissioned by the municipality found such a ban legally feasible. Lian Heinhuis, the alderman for waste management and cleaning, said these items make up 30 per cent of all litter in the city. The research said a ban could only follow a system of reusable takeaway packaging with collection points for returns. It described a ban as a last resort after other measures such as more frequent street cleaning. Single-use plastic waste is heaviest in busy, tourist-heavy parts of the city.

Share of litter: 30 per cent City: Amsterdam
Why it matters for exams: City-level plastic bans are a recurring environment-governance example in general studies papers.

The Netherlands: a delta country guarded by the Delta Works

The Netherlands lies in the Rhine-Meuse-Scheldt delta along the North Sea coast.
The islands of the south-west, including Schouwen-Duiveland and Noord-Beveland, have an average elevation below sea level.
The North Sea flood of 1953 ravaged these low-lying coastal regions, and the Delta Works were begun afterwards as a massive project of dams, storm surge barriers and dikes.
The Eastern Scheldt storm surge barrier, the largest part of the Delta Works, closes in between Schouwen-Duiveland and Noord-Beveland.
The final barriers were completed in 1997.
