Cuba's Foreign Minister Bruno Eduardo Rodriguez Parrilla addressed the general debate of the 81st session of the United Nations General Assembly in New York. He argued that long-running United States economic measures amount to collective punishment of ordinary Cuban families rather than any security need. He said an energy squeeze had been added to the older restrictions, and that more than 7,000 containers carrying food, medicine and medical equipment were held up in ports. He also said Washington had leaned on investors, limited tourism and pressed other governments to end Cuban medical missions abroad. Cuba rejected the Monroe Doctrine and any move to militarise Latin America and the Caribbean, recalling the 2014 proclamation of the region as a Zone of Peace. He told the Assembly that Havana remains ready for talks with Washington without preconditions, on a footing of sovereign equality. He added that the National Assembly of People's Power has adopted a programme to reshape the economic and social model while keeping the socialist constitutional order.
UN General Assembly session:
81st session

Why it matters for exams: It fixes two durable facts: Bruno Rodriguez Parrilla is Cuba's Foreign Minister, and Cuba's legislature is the National Assembly of People's Power. It also dates the proclamation of Latin America and the Caribbean as a Zone of Peace to 2014.

Background
When Cuba's Foreign Minister spoke in the general debate of the 81st United Nations General Assembly session, he said the country's legislature had already adopted a programme to transform the economic and social model. That legislature is the National Assembly of People's Power. He stressed that the change is meant to work inside the socialist system and the existing constitutional framework, not to replace them. The same speech placed Havana's offer of talks with Washington on the basis of sovereign equality and international law. It is the Assembly, not the executive alone, that carries such a programme in Cuba's own account of the decision. For an exam the durable point is simply the name and role of the chamber. Candidates are regularly asked to match a country to the name of its national legislature.
Name of Cuba's legislature:
National Assembly of People's Power
Forum where this was stated:

Why it matters for exams: The durable fact is the name of Cuba's national legislature, the National Assembly of People's Power, and that it is the body that adopted the economic and social transformation programme.

Background
In the general debate of the 81st United Nations General Assembly session, Cuba opposed any militarisation of Latin America and the Caribbean. To support that stand it recalled a regional proclamation of 2014 that declared the whole region a Zone of Peace. Cuba used it to argue that force and intervention have already been renounced by the region's own governments. The same speech rejected the Monroe Doctrine, the nineteenth-century United States policy that treated the Americas as its sphere of influence. Cuba also linked its position to solidarity with Small Island Developing States and to calls for reparations for colonialism and the transatlantic slave trade. For aspirants the fact worth carrying is the year of the Zone of Peace proclamation and what it covers. It is a standard match-the-pair item in international relations questions.
Year of the Zone of Peace proclamation:
2014
Region covered:
Latin America and the Caribbean
Why it matters for exams: The durable facts are that the Zone of Peace proclamation dates to 2014 and covers Latin America and the Caribbean, and that the Monroe Doctrine is the United States policy Cuba set itself against.

Background
Cuba's statement in the general debate of the United Nations General Assembly leaned on a regional proclamation that declared Latin America and the Caribbean a Zone of Peace. That proclamation came out of the summit of the Community of Latin American and Caribbean States, known by its Spanish abbreviation CELAC, held in Havana in January 2014. CELAC has 33 member countries, and Cuba is one of them. The grouping took shape at a Latin American and Caribbean summit at Playa del Carmen in Mexico in 2010 and was formally set up at the Caracas summit in Venezuela the following year. Its stated purposes are peace, social and economic development, regional integration and a stronger joint voice in multilateral talks. At the Havana summit the leaders asked the Food and Agriculture Organization, ALADI and ECLAC to draw up a food security plan for the region. The body is therefore both a political platform and a route through which the region commissions work from United Nations agencies.

Background
When Cuba told the general debate of the United Nations General Assembly that the global order works against poorer countries, it was returning to an argument it had already staged at home. Havana hosted a summit of the Group of 77 developing countries and China, where the United Nations Secretary-General Antonio Guterres addressed the gathering. He told the delegates that global systems and frameworks had let developing countries down and that the world was failing them. His point was that bodies such as the Security Council, the International Monetary Fund and the World Bank were designed at a time when most developing countries had little voice in global affairs. He argued for institutions that match a multipolar world rather than the arrangement left over from the Second World War. The G77 is the main negotiating bloc of developing countries inside the United Nations system. Hosting its summit put Cuba at the centre of that bloc's reform agenda.

Background
Cuba spoke at the general debate of the United Nations General Assembly as a government seated in Havana, and the oldest part of that city carries a place on the World Heritage List. The property is entered as Old Havana and its Fortification System, in Cuba, under criteria four and five. The Spanish founded Havana in 1519, and within the same century it had become the largest port in the Spanish Caribbean. By the eighteenth century it held the most complete dockyard in the New World, because its bay was a compulsory halt on the sea route to the Americas. That traffic is why the Spanish ringed it with stone defences built between the sixteenth and nineteenth centuries, among them Morro Castle, La Punta, La Cabana and the Castillo de la Real Fuerza. The old city inside the former walls keeps five large plazas along with Baroque and neoclassical buildings and houses with arcades, balconies and inner courtyards. These are among the oldest and largest stone fortifications anywhere in the Americas.

World Heritage List UNESCO World Heritage List — The list of cultural and natural sites inscribed under the World Heritage Convention.
Background
Cuba presented itself at the general debate of the United Nations General Assembly as a small island state facing outside pressure, and its physical geography is part of that identity. One of its World Heritage properties, Desembarco del Granma National Park, sits at the western end of the Sierra Maestra at Cabo Cruz, in the province of Granma. The park is listed under criteria seven and eight, which cover natural beauty and earth history rather than wildlife. Its uplifted limestone marine terraces run from about 180 metres below sea level to about 360 metres above it. UNESCO describes this as the largest and best preserved coastal limestone terrace system in the world. The nearly untouched coastal cliffs there face the western Atlantic. The park takes its name from the vessel Granma, whose 1956 landing after a voyage from Mexico began a chain of events that changed the country, and the province carries the same name.

Cuba's farm exports are in the news again as the country presses its trade case abroad, and the valley that grows its tobacco is a World Heritage property in its own right. Vinales Valley was inscribed on the World Heritage List in 1999 as a cultural landscape, under criterion (iv). It lies in the Province of Pinar del Rio. Its signature feature is a set of dome-like limestone outcrops, called mogotes, which rise as high as 300 m. The property covers 13,200 ha. Tobacco is still raised there by traditional methods, including animal traction. About 92 per cent of the land is privately owned, and 30 per cent of it is held by individual farmers. The management plan for the property runs to 67 projects across nine sub-programmes.
