Colombia's Chamber of Representatives completes the pension-reform debate ordered by the Constitutional Court

The plenary of Colombia's Chamber of Representatives, the lower house of Congress, finished the debate that the Corte Constitucional had ordered on the government's pension reform. The Court had returned nine articles of the reform because proposals to change or add to them were never taken up in an earlier sitting, a defect of procedure. In the plenary the proposals were voted down and their authors withdrew the returned texts, so the reform stands exactly as the Senate approved it and no conciliation between the two houses was needed. The Court has set the reform to take effect on 1 April 2027. The reform builds a pillar system: a solidarity pillar paying a basic income of about COP 230.000 to older people without a pension, a semi-contributory pillar giving a life annuity to those who contributed between 300 and 1.000 weeks, and a complementary component under which contributions up to 2,3 minimum wages go to Colpensiones and the excess to the Administradoras del Componente Complementario de Ahorro Individual.

Articles returned by the Court: nine Date the reform takes effect: 1 April 2027 Solidarity pillar payment: about COP 230.000 Semi-contributory pillar range: 300 to 1.000 weeks
Why it matters for exams: The case shows a court ordering a legislature to repair a defect of procedure rather than striking a law down, and it names Colpensiones and the pillar design of the pension system. Chamber of Representatives and Senate as the two houses of Colombia's Congress is a standard Polity fact.

Colombia adopts the Presupuesto General de la Nacion by decree after Congress misses the deadline

The government of Colombia issued Decreto 1599 de 2026 to adopt the Presupuesto General de la Nacion for 2027 at 634,9 billones de pesos, because Congress did not complete the budget law within the legal deadline. The Senate and the Chamber of Representatives passed different texts of article 65, which deals with fiscal hedging operations and the fuel price stabilisation fund, and the two versions were never reconciled. The total is the same as the figure Congress had approved, but the distribution changed. Of the total, 391,38 billones goes to running costs, 155,43 billones to debt service and 88,14 billones to investment. By sector, education gets 93 billones, health and social protection 81,56 billones, defence and police 74,90 billones and labour 67,42 billones. The budget takes effect from 1 January 2027. Miguel Gomez Martinez is the Minister of Finance.

Total budget for 2027: 634,9 billones de pesos Running costs: 391,38 billones Debt service: 155,43 billones Investment: 88,14 billones Education: 93 billones
Why it matters for exams: The Presupuesto General de la Nacion is Colombia's union budget and this shows the executive adopting it by decree when the legislature misses the deadline, a comparative-polity point. The sector shares and the name of the finance ministry are the durable facts.

Colombia sets up the Fondo Milagro to rebuild after its earthquake, with Fiducoldex as administrator

Colombia has put its earthquake reconstruction money into the Fondo Milagro, a fund set up to pay for humanitarian aid, temporary and permanent housing and rebuilding after the earthquake of 10 August 2026. Decreto 1379, issued on 9 September, made the fund a patrimonio autonomo, an asset pool kept separate from the budget of the Ministerio de Hacienda and from the trustee's own assets. Fiducoldex, the Fiduciaria Colombiana del Comercio Exterior, was engaged to constitute and administer the fund under an agreement signed with the Ministerio de Hacienda, and Jaime Andres Uribe Tamayo is its manager. Of the money announced, 366.000 millones de pesos was moved to the UNGRD for first-response needs such as temporary rent, and a World Bank loan accounts for 624.000 millones de pesos. The emergency covers 16 departments, among them Caldas, Risaralda, Quindio and Valle del Cauca, and about 400 municipalities were affected in some form. Housing is the first priority, followed by basic sanitation and the repair of hospitals and schools.

UN experts ask Ecopetrol to repair harm after a Special Jurisdiction for Peace ruling in Colombia

Independent experts appointed by the UN Human Rights Council have called on Ecopetrol, Colombia's state-owned oil company, to provide reparations to victims of the armed conflict. Their statement follows a decision in Macro-Case 08 of Colombia's Special Jurisdiction for Peace, the JEP, which found several State agents and a director of Ecopetrol responsible for serious human rights violations, war crimes and crimes against humanity committed during the conflict. The case centres on Barrancabermeja, the city the UN describes as Colombia's oil capital. The experts asked the company to hold good-faith dialogue with victims and their organisations using a restorative approach, and said victims should help design and carry out the reparations rather than only watch. They cited the UN Guiding Principles on Business and Human Rights, under which companies must respect human rights and help redress harm they cause or contribute to. Because the Colombian State is Ecopetrol's majority shareholder, the experts said the State shares the responsibility, and they repeated a call for sufficient funding of Colombia's comprehensive peace system, which includes the JEP and the Unit for the Search for Missing Persons.

Colombia reports 13,2 million hectares under other effective conservation measures at the biodiversity COP

Colombia's Ministerio de Ambiente y Desarrollo Sostenible announced at the seventeenth Conference of the Parties to the Convention on Biological Diversity, held in Yerevan in Armenia, that about 13,2 million hectares of the country are now recognised as OMEC, the Spanish abbreviation for other effective area-based conservation measures. That is 6,3 per cent of the national territory counted towards Target 3 of the country's Biodiversity Action Plan, which seeks 30 per cent by 2030. The latest recognition added 13.342 hectares across 27 areas, of which about 85 per cent are private initiatives, 11 per cent mixed and 4 per cent public, and takes Colombia from 67 to 94 OMEC areas. Two of the new areas are Mena: Guardianes de Agua y Vida in Tauramena, Casanare, nearly 8.000 hectares of Andean and sub-Andean forest with springs and microbasins, home to the Andean bear, and the Reserva Natural Privada Aguila Arpia, 2.586 hectares along the Guaviare River in Barrancominas, Guainia, run by Fundacion ProAves. OMEC areas are counted separately from the Sistema Nacional de Areas Protegidas. Fabio Arjona is the Minister of Environment and Sustainable Development.

Colombia joins the consensus Hobart Declaration at the International Whaling Commission

Colombia took part in adopting the Hobart Declaration by consensus at the seventieth meeting of the International Whaling Commission, held in Hobart in Tasmania. The ministry describes it as the first collective statement in the Commission's history on its legacy, its present role and its future vision. Colombia's Ministerio de Ambiente y Desarrollo Sostenible and the Colombian embassy in Australia pressed an agenda of cetacean conservation and non-lethal use of these species. Colombia signed the joint position of the Grupo Buenos Aires along with Argentina, Brazil, Chile, Costa Rica, Ecuador, Mexico, Panama, Peru, the Dominican Republic and Uruguay, backing conservation, non-lethal scientific research and responsible whale-watching tourism, and restating support for the moratorium on commercial whaling. The meeting marked eighty years of the International Convention for the Regulation of Whaling, forty years of the commercial whaling moratorium and twenty years of the Grupo Buenos Aires. Minister Fabio Arjona tied the position to the government's Agenda ABC for water, biodiversity and communities.

Colombia orders a forensic audit of its Fondo para la Vida y la Biodiversidad

Colombia's Ministerio de Ambiente y Desarrollo Sostenible has ordered an external, comprehensive and forensic audit of the Fondo para la Vida y la Biodiversidad, a fund for environmental action that holds more than 3 billones de pesos. The audit will examine where the money came from and how it was used, how it was managed financially and in trust, and how contracts were awarded, supervised and paid. It covers the period from 30 November 2023 to 7 August 2026, and the firm will be chosen through a public tender whose market study closed on 23 October. The ministry said the fund had no document management system, so key records sat on contractors' computers and had to be secured through formal requests. It listed for verification 590 service contracts signed over the past two years worth more than 255 mil millones de pesos. Results are to be published in the first half of 2027. Fabio Arjona is the Minister of Environment and Sustainable Development.

Money under review: more than 3 billones de pesos Audit period: 30 November 2023 to 7 August 2026 Service contracts listed: 590, worth more than 255 mil millones de pesos Results due: first half of 2027
Why it matters for exams: A forensic audit traces where money came from and where it went, as against a financial audit that only certifies accounts, and this is a clean example of that distinction in public environmental finance.

Colombia names the blue economy a priority of its bioeconomy agenda at a bioeconomy week in Barranquilla

At the second Semana de la Bioeconomia Colombiana in Barranquilla, Colombia's Ministerio de Ambiente y Desarrollo Sostenible named the blue economy a strategic priority of the bioeconomy pillar of its Agenda ABC, which stands for agua, biodiversidad y comunidades, that is water, biodiversity and communities. The blue economy covers seas, oceans, rivers and lakes, with economic activity meant to conserve those ecosystems at the same time. The ministry said Colombia's mangroves store about 462 millones de toneladas of carbon dioxide equivalent, of which 90,2 per cent sits in the soil and 9,8 per cent in above-ground biomass, and that the country has one of the largest mangrove covers in the world and ranks fourth in the Americas by mangrove extent. Seagrass meadows surveyed in five Caribbean zones, Alta Guajira, Media Guajira, San Andres, Bahia de Cartagena and Tayrona, hold an estimated 52 millones de toneladas of carbon dioxide equivalent in their soils, mostly under Thalassia testudinum meadows. The measures listed include sustainable fishing, cutting plastic pollution, full implementation of Article 6 of the Paris Agreement, the Programa Nacional de Cupos Transables de Emision and a national jurisdictional REDD+ programme. Fabio Arjona is the minister.

Superior Court of Bogota sets aside a lower court's limits on Colombian air operations

The Family Chamber of the Superior Court of Bogota has declared a tutela petition inadmissible and set aside a provisional measure that the 34th Family Court of Bogota had issued. The lower court's measure had added conditions on certain air operations, including weighing less harmful alternatives where minors might be present. The Superior Court held that the petition did not meet the procedural requirements: it did not define the group of minors it sought to protect, it did not identify the areas where they were said to be at risk, and it did not set out what was needed to show a concrete threat, such as planned operations or which authorities held information about minors. The chamber said collective and structural claims belong in the judicial mechanisms built for them. It left intact the duty that air operations follow the Constitution, the law and international humanitarian law, including the principles of distinction, proportionality and precaution, and the State's duty to protect children from forced recruitment. Under Ley 2590 de 2026, the National Plan for the Prevention of Child Recruitment has a legal deadline of July 2027.

Court: Family Chamber, Superior Court of Bogota Remedy at issue: Tutela Law on child recruitment prevention: Ley 2590 de 2026

Background: departments and municipalities, the units in which Colombia counted its earthquake emergency

Colombia measured the reach of the earthquake emergency behind its Fondo Milagro in departments and municipalities, the two tiers in which the country is administratively divided. The department is the first-level unit and municipalities sit inside it. The emergency was declared across 16 departments, and about 400 municipalities were affected in some form. Caldas, Risaralda and Valle del Cauca, among the departments the emergency covers, lie in the western Andean part of the country, and Pereira in Risaralda was among the places reported damaged. Departments, districts and municipalities are what Colombian law calls territorial entities, which is why the names of these tiers matter in Colombian public finance.

First-level administrative unit: Department Departments under the emergency: 16 Municipalities affected in some form: about 400
Why it matters for exams: Knowing that Colombia's first-level units are departments, not states or provinces, and that municipalities sit inside them, is the kind of comparative-geography fact general studies papers ask when a country is in the news.

Background: the Special Jurisdiction for Peace and Colombia's comprehensive peace system

The Macro-Case 08 decision that drew the UN experts' statement on Ecopetrol came from the Special Jurisdiction for Peace, known by its Spanish abbreviation JEP. The JEP is the court set up to deal with crimes of Colombia's armed conflict, and it groups those crimes into numbered macro-cases rather than trying each incident on its own. The JEP is one part of what the UN calls Colombia's comprehensive peace system, whose other named component is the Unit for the Search for Missing Persons, the body that looks for people who disappeared during the conflict. The UN High Commissioner for Human Rights has called for sufficient funding of that system, and the independent experts repeated the call. The JEP works on a restorative model, in which those responsible acknowledge what they did and victims take part in deciding how the harm is to be repaired, rather than punishment alone.

Court: Special Jurisdiction for Peace (JEP) Method of grouping crimes: Numbered macro-cases Other named component of the peace system: Unit for the Search for Missing Persons
Why it matters for exams: The JEP is the standard example of a transitional justice court in general studies and ethics papers, and the macro-case method and the Unit for the Search for Missing Persons are the two details most often tested about it.

Macro-case A grouped case covering a pattern of conduct — The JEP numbers its macro-cases instead of trying each incident separately.

Background: how Colombia counts conservation, with a protected area system and a separate OMEC category

When Colombia reported its conservation area at the biodiversity Conference of the Parties, it used two separate counts. One is the Sistema Nacional de Areas Protegidas, the national protected area system. The other is OMEC, the Spanish abbreviation for other effective area-based conservation measures, which is counted apart from that system and can include private land. The Reserva Natural Privada Aguila Arpia, for instance, is an OMEC and is not part of the national protected area system. Both counts feed Target 3 of Colombia's Biodiversity Action Plan, which seeks 30 per cent of territory under conservation by 2030. The Conference of the Parties, usually shortened to COP, is the decision-making body of the Convention on Biological Diversity, and its seventeenth session met in Yerevan in Armenia. The conservation status of species is tracked separately by the IUCN, which lists the giant otter and the pink river dolphin as endangered.

National protected area system: Sistema Nacional de Areas Protegidas Separate conservation category: OMEC Target for 2030: 30% of territory
Why it matters for exams: The split between a protected area system and other effective area-based conservation measures is the exact distinction the 30 by 30 target rests on, and the IUCN as the body that lists species status is asked in almost every environment paper.
