Kelley Anne Eckels-Currie, the UN Special Rapporteur on the situation of human rights in Myanmar, presented her report to the UN General Assembly as document A/81/418. Her argument is that the illicit economy is now a cause of the conflict and not only a by-product of it. As the formal economy shrinks, she said, online scam centres, illegal mining, human trafficking and forced labour fill the gap. Black-market profits help pay for weapons bought from China and Russia and help hold the ranks together. She described Chinese transnational criminal networks as the backbone of most criminal enterprises in the country, working through cryptocurrency platforms and social media. The report also counted 753 civilians killed between 20 April and 31 July 2026, the window the military government called its 100-day peace plan, with military and paramilitary forces responsible for 89 per cent of those deaths. She warned that blunt action against the networks can hurt civilians too, noting that cutting Starlink links to scam compounds also cut off aid groups and local communities.

Theresa Lazaro, Secretary of Foreign Affairs of the Philippines, travelled to Myanmar on a two-day visit in her capacity as ASEAN's Special Envoy on Myanmar. She led an ASEAN Monitoring Team mission that distributed relief in Kayin State, Southern Shan State and Northern Shan State. The supplies included 50-kilogram bags of rice, personal hygiene kits and other essentials, and the operation is expected to reach more than 11,000 households through November. ASEAN has kept Myanmar's military leadership out of its high-level meetings since the army removed the elected government in February 2021. The bloc's peace plan, agreed in April 2021, asks for an end to violence, dialogue among the parties, mediation through a special envoy, humanitarian assistance and full access for the envoy to all stakeholders. The visit came ahead of the bloc's annual summit, due in the Philippines in mid-November.
States covered by the aid mission:
Kayin State, Southern Shan State, Northern Shan State
Households expected to be reached:
more than 11,000
Why it matters for exams: The ASEAN Special Envoy on Myanmar is a named office created under ASEAN's April 2021 peace plan, and the envoy's role rotates with the ASEAN chair.

The United Nations Development Programme released a study titled Layers of Deprivation: Multidimensional Poverty in Myanmar. It describes what it calls a simultaneous collapse of shelter, healthcare, schooling and livelihoods. More than two in three people in the country are either in multidimensional poverty or at risk of it, which works out to over 37 million people, or 68 per cent of the population, facing overlapping crises. Health and living-standard deficits together account for more than 80 per cent of measured multidimensional poverty. Rakhine State is the worst affected, with more than two-thirds of its people multidimensionally poor and nearly a third severely poor. About one in five households face climate-related risks, and roughly 600,000 people were affected by flooding by the end of August. Nearly half the households that live on casual labour are multidimensionally poor, and the report estimates that at least one million young people may have left Myanmar since 2021.

The United Nations condemned an air strike on a market in Kyauktaw township in Myanmar's Rakhine State. The market held more than 200 shops and was busy with vendors, customers and transport workers at the time. Reports put the toll at at least 50 killed, including women and children, and at least 58 injured, many of them critically. Volker Türk, the UN High Commissioner for Human Rights, said the attack raised serious concerns under international humanitarian law and described the country as wracked by extreme violence. He also pointed to abuses against the Rohingya by both the army and the Arakan Army. The UN Secretary-General condemned the strike and called for those responsible to be held accountable. The same brief noted that Malaysia had begun carrying out a plan to send about 5,000 Myanmar nationals home, and that Türk had urged the authorities to halt the process at once.

The World Food Programme launched an emergency cargo transport service in Myanmar, free to use for humanitarian organisations moving relief into flood-hit areas. It began with the towns of Lemyethna, Yegyi and Ngathaingchaung in the Ayeyarwady Region and was set to run for an initial two weeks, with room to extend and widen. Eligible cargo covers food and nutrition assistance, water, sanitation and hygiene supplies, medicines and emergency shelter material. Michael Dunford, WFP Representative and Country Director in Myanmar, said that when floodwaters cut communities off, logistics decides whether an operation works. WFP also started an emergency food response in the Sagaing Region, which faces conflict and access limits. Across the Ayeyarwady and Sagaing regions the agency had reached 15,000 people with emergency rations.

The United States Department of the Treasury removed Theint Win Htet from its sanctions list. She is the daughter of Thein Win Zaw, whose family founded the Shwe Byain Phyu Group of Companies. The Treasury had designated that group in January 2024, saying it supplied fuel to Myanmar's military and owned at least 20 firms closely tied to the military leadership. Her mother was taken off the list in 2025. Theint Win Htet had gone to court twice over her listing; the first case was dismissed in 2025 and she filed a fresh complaint in July 2026, arguing she had no role in her father's business. Her lawyer moved to withdraw that suit after the delisting.

Min Aung Hlaing was received in Kuala Lumpur with an honour guard, making Malaysia the fifth ASEAN country to host him since he took office as President in April 2026. He had already visited Thailand, Vietnam, Cambodia and Laos, and his office said Indonesia and Brunei could follow. Malaysia said the invitation did not amount to recognition and was meant to settle the long-standing question of Myanmar refugees and migrants in the country. After an official luncheon, Prime Minister Anwar Ibrahim said Myanmar would take its nationals back at its own cost and pledged to help bring Myanmar back into ASEAN. Malaysia hosts about 193,000 Myanmar nationals, most of them Rohingya. Min Aung Hlaing said he would send navy ships to carry people home. ASEAN, now an 11-member bloc, has kept him out of its high-level meetings because the Five Point Consensus has not been carried out; the Philippines is the current chair and Singapore the incoming one. Since April he has also travelled to India, China, Russia and Belarus.
ASEAN countries visited since April 2026:
Thailand, Vietnam, Cambodia, Laos, Malaysia
Myanmar nationals in Malaysia:
about 193,000

Background
India is one of the capitals Myanmar's President travelled to after taking office, alongside China, Russia, Belarus and five ASEAN states. The ground for that relationship is a shared land border of about 1,643 km. Four Indian states touch Myanmar: Arunachal Pradesh with about 520 km facing the Sagaing Region and Kachin State, Mizoram with about 510 km facing Chin State, Manipur with about 398 km facing Chin State and the Sagaing Region, and Nagaland with about 215 km facing the Sagaing Region. India is building two segments of the India-Myanmar-Thailand Trilateral Highway, with the National Highways Authority of India as the implementing agency for both. On the money side, the State Bank of India received a commercial banking licence in Myanmar in March 2016, and a Rupee-Kyat trade settlement mechanism has been in operation since 25 January 2024.

Background
Rakhine State is in the news as the state the UNDP poverty study calls the worst affected and as the site of the market strike the United Nations condemned. The same state carries India's largest infrastructure project in Myanmar, the Kaladan Multi-Modal Transit Transport Corridor. Its waterway leg runs 158 km along the Kaladan River from Sittwe to Paletwa. From Paletwa a 109 km road, still under construction, is to reach Zorinpui on the India-Myanmar border in Mizoram. The aim is to move cargo from India's eastern ports to Myanmar and onward to northeastern India. A bilateral memorandum of understanding signed in October 2018 allows a nominated Indian entity, India Ports Global Limited, to manage Sittwe Port; an amendment memorandum followed in April 2025. The port has handled more than 185 vessels.
