UNICEF's Water Under Fire finds attacks on water and sanitation systems in conflict have tripled

The United Nations Children's Fund published Water Under Fire 4.
It covers attacks on water, sanitation and hygiene systems, personnel and communities in 23 countries and territories between January 2021 and June 2026.
Recorded incidents rose from fewer than 45 in eight countries in 2021 to more than 135 in 15 countries in 2025.
The report lists seven kinds of attack. They run from strikes on treatment plants, pipelines and wells, through the poisoning of water sources, to bans on spare parts and chemicals.
In Sudan, only one of the 13 water treatment plants in Khartoum state was fully working by March 2024.
More than 130,000 metres of sewage pipelines in the Gaza Strip have been destroyed since October 2023, and 14 water facility employees were recorded killed in Lebanon during the 2024 conflict.
Where a coordinated response exists, 137.9 million people need help but only 26 per cent of this year's funding has arrived.
Executive Director Catherine Russell said repairs cannot take the place of protecting these facilities under international humanitarian law.

Drone strikes are a new threat in Abyei, UN peacekeeping chief Jean-Pierre Lacroix tells the Security Council

Under-Secretary-General for Peace Operations Jean-Pierre Lacroix briefed the Security Council on Abyei, the disputed area between Sudan and South Sudan.
He said drone strikes have added a new and concerning dimension to security there and were the first such attacks in Abyei.
The strikes of 19 October killed at least 30 people, injured about 59, started large fires and drove civilians from their homes.
Whether that toll is in fact higher is still being checked on the ground.
Earlier violence on 15 September in and around the Amiet Common Market, involving Ngok Dinka, Misseriya and Nuba communities, left 124 dead and 40 injured.
Recorded security incidents fell about 32 per cent year on year and this year's cattle migration passed without related deaths.
Special Envoy Guang Cong called the October strikes among the deadliest in Abyei's history and asked for a prompt independent investigation and respect for the area's demilitarized status.
Lacroix said conditions for major changes to the mission's mandate do not yet exist and asked for better protection against aerial threats.

Sudan and South Sudan are talking again through their Joint Political and Security Mechanism, with Khartoum the next venue

Briefing the Security Council on Abyei, the United Nations said the two countries went back to formal talks in August, using their Joint Political and Security Mechanism.
These are the first such talks since January 2023.
The next meeting is set for Khartoum from 8 to 10 November.
The mechanism is the standing channel the two governments use for the border and for Abyei.
The UN also reported that the Rapid Support Forces have appointed a representative to the Abyei Joint Oversight Committee, which could create competing claims of authority there.
Amiet, Abyei's main market and economic hub, is a transit point for more than 49,000 refugees and returnees from the war in Sudan.
UN officials warned that armed groups and criminal networks are being drawn to it.

Drone strikes on power and fuel installations are choking relief work in Sudan, UN Humanitarian Coordinator Denise Brown says

The United Nations Humanitarian Coordinator for Sudan, Denise Brown, said drone strikes on power stations and fuel facilities are badly affecting lifesaving aid where fuel is already scarce.
Local sources reported strikes on an electricity transmission station and the Ar Rusayris Dam at Ed Damazine, which caused widespread blackouts.
A separate strike on a residential area killed two civilians, and airstrikes at Um Bader killed two women, injured ten and damaged two water stations.
The United Nations Children's Fund delivered malaria treatment to 765 health facilities in Darfur and West Kordofan, enough for 800,000 people.
The humanitarian appeal for Sudan, which seeks 2.9 billion dollars, is less than half funded.
On the border with South Sudan, the International Organization for Migration warned that about 100,000 people could lose health care if the only clinic at the Wunthou crossing closes, which could happen by December without urgent funding.
That clinic has carried out more than 400,000 consultations and given over 260,000 vaccinations.

UN Secretary-General urges the two Koreas to restore communication channels across the Demilitarized Zone

The United Nations said the Secretary-General is concerned about a possible escalation of tensions across the Demilitarized Zone on the Korean Peninsula.
His spokesperson Stephane Dujarric conveyed the message.
The Secretary-General urged the Democratic People's Republic of Korea and the Republic of Korea to restore communication channels, including military-to-military links, so that accidents or miscalculations are avoided.
Dujarric said diplomatic engagement and renewed dialogue remain the only pathway to reduce tensions.
The Demilitarized Zone is the strip that has separated the two Koreas since the Korean War armistice.
Military hotlines between the two sides have been opened and cut several times over the decades.

United Nations demands an independent investigation into the death of a staff member held by the Houthis in Yemen

The United Nations said staff member Mohammad el Shami died while arbitrarily detained by the Houthi de facto authorities in Yemen.
It said the circumstances raise serious concerns about possible ill-treatment, and that he is the second UN colleague to die in Houthi custody.
The organisation asked for an independent investigation into the time, cause and circumstances of the death, the conditions of his detention, his medical care, and why his family and the UN were not promptly informed.
It called on the Houthis to disclose the whereabouts and health of those they hold and to release all detained UN personnel.
In Taiz, which is encircled by Houthi forces, nearly 135,000 people have been displaced, over 40 per cent of recent displacement across Yemen.
The International Committee of the Red Cross delivered four trucks of medical supplies to hospitals in the city.
The World Food Programme began an emergency meals effort aimed first at 2,000 vulnerable families in three districts, and shelter partners have reached about 5,600 displaced families of more than 51,000 displaced since August.

Thirtieth Ibero-American Summit meets at Madrid, where the UN Secretary-General calls for artificial intelligence that carries many voices

The 30th Ibero-American Summit was held at Madrid, and the United Nations Secretary-General addressed it.
He said artificial intelligence should reflect many voices and not be shaped by a handful of companies.
He also urged more arts and humanities in education so that students build critical thinking.
The summit brings together the Spanish-speaking and Portuguese-speaking countries of Latin America and Europe.
The first such summit was held at Guadalajara in Mexico 35 years ago.
The Secretary-General called Ibero-America a cultural superpower rather than a military or economic one.
He had himself hosted the summit at Porto 28 years ago, and used the Madrid address to bid farewell at the end of his ten-year term.

Nepal seeks recovery support before COP31 after a glacier collapse flood, with damage put at 2.7 billion dollars

The United Nations Resident Coordinator in Nepal, Lila Pieters Yahia, said the country needs international solidarity to recover from floods that struck ten weeks ago.
A glacier gave way on 26 August at the border with China's Tibet Autonomous Region, sending a torrent down 150 km of Himalayan valleys.
More than 1,450 people were killed, nearly 5,000 are missing and over 84,000 were affected, with homes, schools, power grids and 115 bridges damaged.
The World Bank puts the damage at 2.7 billion dollars and estimates recovery will cost 4.7 billion dollars.
Nepal expects 21.5 million dollars from the loss and damage fund, which its authorities say falls far short of the need.
Many women who lost husbands now support whole households, often while carrying heavy debt.

Of the chamber's 592 lawmakers, 398 took part in the vote. Article 1 had been adopted the previous day, and Deputy Parliament Speaker Celal Adan adjourned the session before debate on the remaining articles resumed.
The agreement has 16 articles and was signed at Mecca on 7 August 2026 by President Recep Tayyip Erdogan, Saudi Crown Prince Mohammed bin Salman and Pakistan's Prime Minister Shehbaz Sharif.
Article 1 commits the signatories to use all necessary means against threats to one another's territorial integrity.
Article 2 is a collective defence clause requiring immediate assistance if a party faces an armed attack, on the pattern of Article 5 of the North Atlantic Treaty.
Other articles cover joint training, defence industry cooperation, military coordination and the sharing of logistics and intelligence.
Members are committed for ten years, after which they may withdraw, and other countries may join with the approval of existing members.

Governor of California announces commutation of all 548 death sentences to life without parole

Governor Gavin Newsom announced in an open letter that he is commuting the sentences of all 548 people on California's death row.
Each sentence becomes life imprisonment without the possibility of parole.
It is the largest mass clemency in United States history.
About two-thirds of the commutations must be reviewed by the Supreme Court of California before they are final, a step state law requires for people with multiple felony convictions.
California has the largest death row in the country and has not carried out an execution in twenty years.
The step will cut the national death row population by nearly 30 per cent.
The Death Penalty Information Center records that California has spent 6 billion dollars on the death penalty since 1978 and carried out 13 executions in that time.
Newsom said state-sanctioned killing is incompatible with California's values.
