The main objective of the Act, he said, is to improve the industrial and business environment on the principles of transparency, a rule and risk based approach and minimum government interference. The Chief Minister said the measures are meant to encourage industrial growth in Puducherry, create a setting that suits entrepreneurs, raise the competitiveness of micro, small and medium enterprises and create jobs for young people. Electric poles, roads, drinking water installations and government buildings, including the Government General Hospital, were damaged, and the livelihood of fishermen was hit. An analysis by the Federation of Indian Export Organisations finds that the export profile of Puducherry has significant strengths and room for further diversification. FIEO, which was set up by the Ministry of Commerce, said merchandise exports from the Union Territory touched 4,969 crore in the year, a growth of around 13.63% over the previous year, exceeding the target set under the Puducherry Export Policy. Pharmaceuticals lead, with drug formulations and biologicals making up 36.60% of total exports. Electrical machinery and equipment account for 14.58%, while bulk drugs and drug intermediaries stand at 6.19% and auto components and parts at 4.82%. Puducherry still accounts for only 0.13% of the total exports of the country, which FIEO reads as room to widen the range of goods. Under a funding programme of the Asian Development Bank, the Public Works Department of Puducherry has drawn up a plan to improve pedestrian infrastructure and create public spaces on the two main arterial roads of the town, the Mahatma Gandhi Road and Mission Street, while keeping their commercial and cultural character. A detailed project report prepared by the department is under review by an ADB consultant before the tender is floated. A team of senior officials led by Secretary A. Muthamma inspected the roads. The work is estimated to cost around 100 crore, of which seventy percentage would come from the ADB and the rest from the territorial administration. Officials said pedestrian movement on these stretches is now hurt by narrow and broken footpaths, parking on walkways and encroachment by shops and vendors, and that the absence of crossings pushes people onto the carriageway. For Mission Street, which is heritage sensitive, the focus will be on public spaces around important locations such as the Vedapuriswarar Temple, standard shop signages and cobblestone treatments at selected crossings to calm traffic.

Background
The Government Of Union Territories Act, 1963 was enacted by Parliament to give certain Union territories a Legislature and a Council of Ministers of their own. Article 239-A of the Constitution, which came in with the Constitution (Fourteenth Amendment) Act, 1962, lets Parliament set up by law a Legislature or a Council of Ministers or both for named Union territories, Pondicherry among them. In pursuance of that provision the Act set up a Legislature and a Council of Ministers in each of them, broadly on the pattern of the Part C States, which the Government of Part C States Act, 1951 had governed. In each Union territory to which it applies there shall be a Legislative Assembly of its own. In that Assembly thirty seats are filled by persons chosen by direct election. The Central Government may nominate up to three persons, who must not be persons in the service of Government, to be members of that Assembly as well. Seats are reserved for the Scheduled Castes, and the number of such seats must come as close as it can to the same proportion to the total number of seats as the population of the scheduled castes bears to the total population of the Union territory. Delimitation of the Parliamentary and Assembly constituencies in these territories was given to the Delimitation Commission set up under the Delimitation Commission Act, 1962.
Act:
titled the Government Of Union Territories Act, 1963
Legislative Assembly:
thirty seats filled by direct election
Why it matters for exams: Article 239-A and the Government Of Union Territories Act, 1963 are the two authorities behind the Legislative Assembly of that territory.
Kerala PSCUPSC
Background
Section 3(3) of the Government of Union Territories Act, enacted in 1963, lets the Central Government name up to three persons as members of the Legislative Assembly of a Union Territory such as this. In a challenge to three such nominations the Supreme Court found that the Centre was not legally bound to consult the Government of the territory beforehand. Central Government for this purpose means the President, and the latter part of Section 3(8)(b)(iii) of the General Clauses Act does not change that reading. No power to nominate members of the Assembly has been delegated to the LG at all. Nomination is a statutory power vested on the Central Government, so it is not the Business of the Government of Puducherry at all. This nomination is made under the Government of India (Allocation of Business) Rules, 1961 along with the Government of India (Transaction of Business) Rules, 1961. Article 239A of the Constitution authorized Parliament to enact the law constituting the legislative body, and the Union Territories stay under the administrative control of the President of India alone. That the Government was consulted on earlier occasions did not by itself create a constitutional convention, the Court found.
Section:
3(3) allows up to three nominated members
Central Government:
is the President for this purpose
Why it matters for exams: Section 3(3) of the Government of Union Territories Act, 1963 and the three nominated members it allows are the Puducherry facts to hold.
