Viet Nam adopts a new public debt strategy, lifting the foreign debt ceiling to 50 per cent of GDP

The Government of Viet Nam has adopted a new public debt strategy running through 2030, the Viet Nam Government Portal reported on 16 October 2026. The strategy raises the foreign debt-to-GDP ratio to 50 per cent by the end of the decade, a five-point increase on the 2022 strategy. Annual public debt remains capped at 60 per cent of GDP and annual government debt at 50 per cent of GDP. The direct debt payment obligation stays capped at 25 per cent of total state budget revenue. A borrowing plan adopted in February set a 2026 total borrowing target of VND 969,796 billion, about US$38.5 billion, to be raised through government bonds, international bonds, official development assistance, concessional loans and other lawful resources.
