IMF staff and Argentina agree the third review of the Extended Fund Facility

Argentine authorities and International Monetary Fund staff reached a staff-level agreement on the third review of the Extended Fund Facility programme agreed with the Milei administration in 2025. The agreement opens the way to a further US$900 million disbursement, which still needs approval by the IMF Executive Board. Fiscal policy stays central to the programme, with a primary surplus of 1.4 per cent of GDP in 2026 and a similar fiscal effort in 2027. The central bank is to target monetary aggregates to support disinflation and reserve accumulation, and to preserve exchange rate flexibility within the exchange rate band system. Its reserve purchases exceeded the June programme target by US$4 billion and annual reserve accumulation stands at US$16 billion. The programme unlocked a US$20 billion loan, on top of the US$45 billion debt Argentina took on in 2018 under Mauricio Macri. The IMF also noted more than US$76 billion approved under the RIGI investment incentive scheme.

Disbursement unlocked: US$900 million Programme size: US$20 billion Primary surplus target, 2026: 1.4% of GDP Reserve accumulation this year: US$16 billion
Why it matters for exams: The Extended Fund Facility is the IMF's long-term lending window, and Argentina is the IMF's largest borrower — the facility, the Executive Board's role and the primary surplus target are standard Economy questions.

Argentina asks the Law of the Sea tribunal to halt the Sea Lion oil project

Argentina filed a request for provisional measures at the International Tribunal for the Law of the Sea, which sits at Hamburg, asking it to halt British-authorised hydrocarbon activity off the Malvinas/Falkland Islands. Argentina wants the United Kingdom stopped from exploiting hydrocarbons on the continental shelf of the North Falkland Basin. It had begun arbitration proceedings against the United Kingdom on 28 September under Annex VII of the United Nations Convention on the Law of the Sea, and the provisional-measures request is made under Article 290(5) of the convention while that arbitral tribunal is being formed. Foreign Minister Pablo Quirno said the aim is to prevent the start or continuation of hydrocarbon development at the Sea Lion field, about 220 km north of the islands, held by Navitas Petroleum with 65 per cent and Rockhopper Exploration with 35 per cent. The tribunal has not been asked to rule on sovereignty. The United Kingdom rejects the claim and says the islanders have the right to self-determination and to develop their natural resources. Development drilling is planned for early 2027 and production for 2028.

Tribunal: International Tribunal for the Law of the Sea, Hamburg Convention and annex: UNCLOS, Annex VII Provision for provisional measures: Article 290(5) Sea Lion field distance from the islands: about 220 km
Why it matters for exams: ITLOS, its seat at Hamburg, and Annex VII arbitration under UNCLOS are standard International Law questions, and the Malvinas/Falklands dispute is a fixed item in world geography and polity.

EITI Argentina publishes two reports on transparency in oil, gas and mining

EITI Argentina, which works under the Ministry of Economy, published two reports on transparency in the extractive sectors. The Systematic Disclosure Report assesses how much information the country already publishes and how far it meets the requirements of the EITI Standard. The Scope and Materiality Report updates the analysis of national and subnational revenue and payment flows and adds the requirements of the EITI Standard 2023. The Multi-Stakeholder Group approved both reports in September. Seven provinces and more than 60 entities take part in EITI Argentina, and 17 hydrocarbon companies and 19 mining companies were preselected; it is the first subnational materiality exercise and is described as preliminary. The reports were prepared with funding from the Inter-American Development Bank. The Fifth EITI Argentina Report will cover fiscal years 2024 and 2025.

Two UN resolutions and one constitutional clause: the ground Argentina rests its Malvinas claim on

Argentina's Foreign Ministry has set out in an official statement the legal ground of its claim over the islands. It says the international community has recognised for decades a sovereignty dispute over the Islas Malvinas, South Georgia and the South Sandwich Islands and the surrounding maritime spaces. It cites United Nations General Assembly Resolution 2065 (XX), which invited the governments of Argentina and the United Kingdom to resume negotiations without delay for a peaceful solution, and Resolution 31/49, which urged both parties to refrain from unilateral changes while the process remained open — Argentina argues that unilateral exploitation of non-renewable resources in the disputed area is such a change. Both states are parties to the United Nations Convention on the Law of the Sea and accepted the compulsory procedures leading to binding decisions set out in its Part XV. The statement rests Argentina's commitment to respecting the islanders' way of life on the First Transitory Provision of the National Constitution, and rejects the application of the principle of self-determination to the present inhabitants.

A band, not a peg: how Argentina holds its exchange rate under the IMF programme

Argentina's currency is the peso, and the institution that issues it and sets monetary policy is the Central Bank. Under the Extended Fund Facility programme the Central Bank targets money aggregates calibrated to support disinflation and reserve accumulation, and keeps exchange rate flexibility within an exchange rate band system rather than a fixed peg. Rebuilding foreign currency reserves is a programme commitment: reserve purchases exceeded the mid-year target by US$4 billion, and annual reserve accumulation has reached US$16 billion.
