Seventy-sixth session of the WHO Regional Committee for Europe opens at Copenhagen

The 76th session of the World Health Organization Regional Committee for Europe has opened at Copenhagen, with Dr Corinne Capuano serving as Officer-in-Charge of the Regional Office. The Director-General told the session that the Region remains polio-free and that measles cases fell sharply last year, while measles transmission has returned in several countries that had eliminated it. The session's agenda includes a new healthy ageing strategy, a roadmap for safe, ethical and equitable artificial intelligence in health, a new strategy on noncommunicable diseases and health promotion, and a discussion on primary health care building on the Alma-Ata Declaration. The Director-General said Member States adopted amendments to the International Health Regulations in 2024 and the WHO Pandemic Agreement in 2025, and that the Pathogen Access and Benefit Sharing annex must be finalised before the Agreement can open for signature. The Region has 322 WHO collaborating centres, the most of any region, and the Regional Office maintains 33 country offices.

WMO says tropical Pacific sea surface temperatures may rise to 3.8 degrees above average in a strengthening El Nino

The World Meteorological Organization has issued a Global Seasonal Climate Update covering November 2026 to January 2027, forecasting that sea surface temperatures in the tropical Pacific may rise to 3.8 degrees Celsius above average. An El Nino event is under way, which the WMO says could be unprecedented in strength and will peak towards the end of 2026, with impacts lasting longer. The WMO declares an El Nino when the anomaly in that region reaches 0.5 degrees Celsius. WMO Secretary-General Celeste Saulo set out the forecast, which was presented with the United Nations humanitarian leadership so that governments and humanitarian organisations can anticipate risks and prepare operations. The update points to wetter conditions in parts of East Africa, drier conditions in Southern Africa from November, heat and rainfall deficits in Southeast Asia, and above-normal rainfall in some parts of the Americas with higher drought risk in parts of Central America, the southern Caribbean and the Amazon. It states that these are seasonal outlooks, not predictions of individual events.

The treaty that makes a country ask before exporting a banned pesticide

The Rotterdam Convention on the prior informed consent procedure for certain hazardous chemicals and pesticides in international trade was adopted by a Conference of Plenipotentiaries at Rotterdam, the Netherlands, and entered into force in 2004. It creates legally binding obligations for the implementation of the Prior Informed Consent (PIC) procedure, and built on the voluntary PIC procedure initiated by UNEP and FAO. The Convention covers pesticides and industrial chemicals that Parties have banned or severely restricted for health or environmental reasons and have notified for inclusion in the PIC procedure. One notification from each of two specified regions triggers consideration of adding a chemical to Annex III, and severely hazardous pesticide formulations that present a risk under conditions of use in developing countries or countries with economies in transition may also be proposed for inclusion in Annex III. Once a chemical is included in Annex III, a decision guidance document (DGD) on it is circulated to all Parties, and Parties then have nine months to prepare a response concerning the future import of the chemical. That response can be either a final decision - to allow import, not to allow import, or to allow import subject to specified conditions - or an interim response. A decision by an importing country must be trade neutral, applying equally to domestic production for domestic use and to imports from any source. The Chemical Review Committee, a subsidiary body of the Conference of the Parties, reviews chemicals and pesticide formulations against the criteria the Convention sets out in Annexes II and IV respectively and makes recommendations to the Conference of the Parties. The Convention also obliges an exporting Party, when exporting chemicals that are to be used for occupational purposes, to ensure that an up-to-date safety data sheet is sent to the importer.
