Kerala High Court sets aside the order forming the Vizhinjam coastal erosion panel and asks for an independent one

The Kerala High Court has set aside the government order of 6 October 2022 that formed an expert committee to study coastal erosion near the Vizhinjam International Seaport. Justice Harisankar V Menon held the committee was wrongly constituted: its chairman, M D Kudale, had retired from a senior post at the Pune research station that advises on coastal engineering, and had earlier sat on a technical sub-committee connected with developing this very port. A member in that position, the Court said, should have been kept out, because a conflict of this kind goes to whether the body was independent at all. The State has been told to put together a fresh committee of independent experts, taking the Court's observations and the stakeholders' views into account. The earlier committee's report, which had found no erosion attributable to the port, cannot be acted upon. Residents of fishing villages lying within twenty kilometres north of Vizhinjam were the petitioners. The Court did not examine the science of the report, and the petition had not asked for port construction to stop.

Order set aside: Government order dated 6 October 2022 Judge: Justice Harisankar V Menon Petitioners: Residents of fishing villages within 20 km north of Vizhinjam
Why it matters for exams: Conflict of interest as a ground for setting aside an expert committee, and CWPRS as the Union body on coastal engineering, are both durable Polity and Environment points.

Kerala PSC issues an extraordinary gazette notification covering category numbers 162 to 173 of this year

The Kerala Public Service Commission has published an extraordinary gazette notification dated 30 October 2026. It carries category numbers 162 of 2026 to 173 of 2026, and the last date to apply is 2 December 2026. The Commission puts out its recruitment notifications in the Kerala Gazette, usually in an extraordinary issue at the end of a month, and candidates apply through its one-time registration profile. A category number is the Commission's own serial for a particular post in a particular department, and it stays with that recruitment through the ranked list. The Commission is a constitutional body: Article 315 of the Constitution provides for a Public Service Commission for each State. Its members are appointed by the Governor, and under Article 316 a member holds office for six years or until the age of sixty-two, whichever comes first. The Commission reports to the Governor every year under Article 323, and the report is placed before the Legislature.

Gazette date: 30 October 2026 Category numbers: 162/2026 to 173/2026 Last date to apply: 2 December 2026
Why it matters for exams: Articles 315, 316 and 323, and the six-year or sixty-two-year tenure of a State PSC member, are standard Kerala PSC and UPSC Polity questions.

The Union research station behind the Vizhinjam erosion panel: what CWPRS is and where it sits

The Kerala High Court has just set aside the order forming the committee that studied coastal erosion near the Vizhinjam seaport, and its chairman was a former Additional Director of the Central Water and Power Research Station. CWPRS is a Union research station at Khadakwasla in Pune, Maharashtra, and its own pages carry the line 'Since 1916'. It works under the Department of Water Resources, River Development and Ganga Rejuvenation in the Ministry of Jal Shakti. Its work is organised in seven disciplines, among them River Engineering, River and Reservoir Systems Modelling, Reservoir and Appurtenant Structures, and Coastal and Offshore Engineering. Foundation and Structures, Applied Earth Sciences and Instrumentation, Calibration and Testing Services are the other three. It is the station governments turn to for model studies on dams, harbours, breakwaters and shorelines.

Eleven members elected for thirty months: the Kerala panel that reads the Comptroller and Auditor General's report

Audit reports on Kerala are placed before the Legislative Assembly every year, and one House committee is built to read them. The Committee on Public Accounts examines the appropriation accounts and the annual finance accounts of the Government of Kerala, together with the Comptroller and Auditor General's report on those accounts. It must satisfy itself that the money shown as spent was legally available for the purpose it went to, that the spending matched the authority behind it, and that every re-appropriation followed the rules framed for it. Where more was spent on a service than the Assembly granted, the committee examines the circumstances of each case and makes its own recommendations. The Rules of Procedure fix its strength at eleven members, elected by the Assembly for thirty months by proportional representation through the single transferable vote. A Minister cannot be elected to it, and a member who is later appointed a Minister ceases to be a member from that date. Accounts of municipal corporations, municipalities, panchayats, universities and development authorities are kept outside its work and go to the Committee on Local Fund Accounts. The committee of the Sixteenth Kerala Legislative Assembly was constituted on 22 June 2026.

Universities and development authorities too: the Kerala House committee that goes through local fund audit reports

Audit reports on Kerala's local self government institutions are laid before the Legislative Assembly every year, and a separate House committee reads them. The Committee on Local Fund Accounts examines the accounts showing how the sums the Assembly granted for local bodies and authorities in Kerala were spent. It scrutinises the consolidated report of the Director of Local Fund Audit, and must satisfy itself that the money was legally available for the purpose it went to and that the spending matched the authority behind it. Its reach is wide: municipal corporations, municipalities, panchayats, universities, development authorities and any other local authority or local fund listed in the Schedule of the Kerala Local Fund Audit Act. It also takes up the Comptroller and Auditor General's reports on local self government institutions that are laid annually before the Assembly. Like the public accounts committee it has eleven members, elected by the Assembly for thirty months by proportional representation through the single transferable vote, and a Minister cannot be elected to it. The committee of the Sixteenth Kerala Legislative Assembly was constituted in June 2026.

Visa formalities, recruitment agents and the return of bodies: the Kerala House panel on expatriate Keralites

The Kerala Legislature has long had a committee of its own for the State's people who work elsewhere in India and abroad. The Committee on the Welfare of Non-Resident Keralites, which the Rules of Procedure also name as the committee for Pravasi Malayalees, examines complaints from Keralites working elsewhere in India and abroad. Its listed subjects run from the domestic and international job market and disputes between an employer and a prospective candidate to guidance on visa formalities and travel regulations, and air ticket booking. It also takes up violence, exploitation and cheating suffered by people from Kerala while travelling for work, the return of bodies to relatives or legal heirs, and financial help for the legal heirs of those who die or are injured. The rehabilitation and job prospects of returnees fall to it, as does the working of the Kerala Non-Resident Keralites' Welfare Board. It is also asked to check unlawful activity by private agencies that recruit for jobs abroad, and to suggest remedies for any of these complaints. The Speaker nominates the committee, which has not more than nine members, and a Minister cannot be nominated to it. The committee of the Sixteenth Kerala Legislative Assembly was constituted in June 2026.

A State Council, District Councils and old age homes: what the Kerala Assembly's panel on the aged watches

Alongside the Bill the Kerala Assembly has just passed for its older people, the Legislature keeps a committee that watches how such provision actually works. The Committee on the Welfare of Senior Citizens examines complaints about the working of schemes run through the State Council and the District Councils for Senior Citizens in Kerala. It also takes up complaints about how old age homes are run, both those conducted by the State and those run by private organisations. A second duty is financial: the committee is to ensure that funds the Government allots for senior citizens are fully used, and used exactly for the purpose they were meant for. It then suggests remedies for any of the complaints it has examined. Anything else the House or the Speaker refers to it can also be taken up. The Speaker nominates the committee, which has not more than nine members, and a Minister cannot be nominated to it. The committee of the Sixteenth Kerala Legislative Assembly was constituted in June 2026.

Three kinds of urban body in one statute: what the Kerala Municipalities Act of 1994 provides for

Kerala's local bodies and the Commission that holds their elections are in the news, and the urban half of that structure rests on one statute. Town Panchayats, Municipalities and Municipal Corporation are the three bodies that The Kerala Municipalities Act, 1994 provides for. The same Act gave municipalities wide powers over the preparation of plans for the overall economic and social development of their areas. Before it, urban local government in the State rested on The Kerala Municipalities Act 1960 and on the Kerala Municipal Corporations Act of 1961, which stood alongside the Kerala Panchayats Act, 1960 for the rural side. The companion statute of 1994 is the Kerala Panchayat Raj Act, which deals with the village, block and district levels. That Act also provided for a State Election Commission to superintend, direct and conduct the elections to the different levels of panchayat. So Kerala's local self government rests on a pair of 1994 Acts rather than one: one for the urban bodies, one for the rural tiers. The Kerala Legislature's own account of its work groups both under local self government legislation.

Electricity Board, road transport, local authorities and societies: the Acts that widened what Kerala's Commission selects for

Posts are still being brought within the Kerala Public Service Commission's selection, and the route for doing that is a series of State Acts. The Legislature has passed several such Acts, and its own record names five of them, each adding functions to the Commission beyond the ordinary government departments. The Kerala PSC (Additional Functions) Act, 1963 relates to the KSEB. A 1970 Act covers the KSRTC, and a second Act of the same year covers certain Corporation and Companies. The services under Local Authorities were brought in by an Act of 1973, and certain societies by an Act of 1996. Taken together they mean that selection for a State public undertaking, a municipal or panchayat service or a notified society can be routed through the Commission rather than done in-house. The Legislature's own record describes them as corrective Acts, passed to set right irregularities in the principles of communal reservation the Commission had been following for appointments in public sector undertakings and local bodies.

Kochi, Kasaragod, Thiruvananthapuram and Calicut: the five central farm research institutes inside Kerala

Kerala is pulling its ports and its fishing economy into one maritime plan and has sent out the approach paper for its next five-year plan for district consultation, and the Indian Council of Agricultural Research already runs five institutes inside the State. Two of them sit at Kochi. ICAR - Central Institute of Fisheries Technology, Kochi, abbreviated CIFT, and ICAR - Central Marine Fisheries Research Institute, Kochi, abbreviated CMFRI, are both placed under the Council's Fisheries Science division. ICAR - Central Plantation Crops Research Institute, Kasaragod, abbreviated CPCRI, works under Crop Science. So does ICAR - Central Tuber Crops Research Institute, Thiruvananthapuram, abbreviated CTCRI. The fifth is ICAR - Indian Institute of Spices Research, Calicut, abbreviated IISR, again under Crop Science. The Council itself sits under the Ministry of Agriculture and Farmers Welfare, and its own list gives every institute both an abbreviation and a subject division. Those abbreviations and seats are what examiners ask for, so they are worth learning as a set.

A rule that can be annulled wholly or in part: the Kerala committee on Subordinate Legislation

When a Kerala rule made under an Act is struck down in court, the question behind it is whether the rule stayed inside the power the Act gave. The Kerala Legislature keeps a committee for exactly that question. The Committee on Subordinate Legislation scrutinises whether the power to make regulations, rules, sub-rules and bye-laws, conferred by the Constitution or delegated by the Legislature or by Parliament on the State Government, is being properly exercised within that delegation. Every such order has to be numbered and published in the Gazette as soon as it is promulgated, and the committee then tests it against a set list. Among other things it considers whether the order agrees with the general objects of the Constitution or the parent Act, whether it imposes a tax, whether it bars the jurisdiction of the courts directly or indirectly, whether it takes retrospective effect without such power, and whether publication was delayed without good reason. If the committee is of the opinion that an order should be annulled wholly or in part, or amended, it reports that opinion and its grounds to the Assembly. The Speaker nominates the committee, which has not more than nine members, and a Minister cannot be nominated to it.

A surcharge on two taxes, a levy on plantation land and one on hotel rooms: the Acts behind Kerala's own revenue

The Assembly has just amended one of Kerala's own tax laws, and the State's own-revenue side rests on a line of such Acts. Under the Kerala Surcharge on Taxes Act, 1957, an assessee's agricultural income tax or sales tax can be made to carry a surcharge. The Kerala Plantation Tax Act, 1960 taxes land that lies inside a plantation. That tax comes on top of the basic tax, and the First Schedule to the Act fixes its rate. An Act of 1963 added a tax on entertainment that is already liable to entertainment tax, together with a surcharge on show tax at the rate the Act fixes. The Kerala Tax on Luxuries in Hotels and Lodging Houses Act of 1976 charges its levy on accommodation charges. Other Acts belong to the same line: one of 1983 reaching passengers and goods carried by motor vehicles, and a 1989 Act levying a surcharge on electricity. Farm income got its own Act in 1991, and a 1994 Act taxes motor vehicles entering local areas. The Kerala Legislature's own account groups all of these under resource mobilisation, the heading it uses for the State's revenue statutes.
