Chief Minister V. D. Satheesan set out the economic programme for Keralam's seventieth year of formation. He proposed Mission Samudra to build the State into a hub for port-led development and the maritime economy. The plan asks for data centres, semiconductor facilities and Global Capability Centres (GCCs), and for work in artificial intelligence, quantum computing, machine learning and robotics. A silver economy would use the experience of senior citizens while protecting their care. Festival Kerala events inside India and abroad are to be used to draw investors. Education and health are to be strengthened by bringing in internationally recognised institutions and new curricula. Support was also promised for Scheduled Castes, Scheduled Tribes, fishermen, persons with autism and persons with disabilities.
Years since formation:
70
Why it matters for exams: Mission Samudra is named as Keralam's proposed port-led and maritime economy mission, and Global Capability Centres (GCCs) and a silver economy are named as the State's declared growth areas.

The University of Calicut is in the news this week after violence during the campus union elections led to classes being suspended. The university was set up in 1968 and is the second university to be established in Kerala. It runs teaching departments and study centres of its own, among them the Dr. John Matthai Centre at Thrissur. Its statutes and ordinances govern the affiliated colleges under it, and it conducts their examinations and awards their degrees. For an aspirant the useful points are the year of establishment and its place in the order in which Kerala's universities came up, because questions are set on both.

Why it matters for exams: The University of Calicut was established in 1968 and is the second university set up in Kerala — a pairing that is asked directly.

The Bharathapuzha, Kerala's second longest river, forms the district's southern border. Background
Keralam has completed seventy years as a State, and the Legislature's own profile is where its basic figures are set down. The profile puts the State's area at 38,863 Sq.Kms., a strip of land that curves along the Arabian Sea on India's Southwest Coast. That is 1.18 percent of the country's area, while the State's population of nearly 3.34 crore is 2.76 percent of the country's people. Keralam runs about 590 Kms from north to south, and its width changes from 32 to 120 Kms, so it is a long narrow belt held between the mountains and the sea. The profile traces the name of the land to "Keram", the word for the coconut palm that fills the landscape. It also repeats the legend in which the warrior-sage Parasurama, held to be an avatar of Lord Vishnu, won this land back from the sea with a throw of his battle axe.
Area:
38,863 Sq.Kms.
Share of India's area:

Why it matters for exams: Kerala's area, its share of India's area and population, its length and width and the origin of its name are first-page facts in every Kerala PSC geography text.

The Idukki District Development Committee has appointed an expert panel to report within a month on unfinished houses and houses needing repair in Edamalakkudy, which brings the State's only tribal panchayat back into view. Edamalakkudy is the first tribal Grama Panchayat in Kerala. Its own profile calls it a local self-government institution set up mainly for the social, economic and cultural progress of the Muthuvan tribal community, and it also works on environmental conservation and sustainable development. The panchayat lies in Idukki District, in terrain so remote that road work on the stretch towards it is still incomplete. The Forest department has been building houses there with money from the Scheduled Tribes Development department, and a technical committee found that only foundation work had been finished for 30 of them. A preliminary assessment put 12 houses in need of emergency repair and 30 in need of complete rebuilding. The panel appointed now has the Finance Officer, the Public Works Department Executive Engineer, the Local Self-Government Department Executive Engineer and a representative of the Scheduled Tribes Development department.
Standing:
the first tribal Grama Panchayat in Kerala

This explains the National Quality Assurance Standards behind the certification just won by the Varavoor Family Health Centre in Thrissur. Introduced in 2013, it is scored on eight areas of concern. Four of these look at the care itself — Clinical Care, Infection Control, Patient Rights and Outcome. The remaining four are Inputs, Service Provision, Support Services and Quality Management. The standards are accredited by ISQUA. They cover district hospitals, Community Health Centres, Primary Health Centres, Urban PHCs and Health and Wellness Sub Centres. Keralam customised the checklist in November 2017 with help from the NHSRC, dropping items that did not fit the State and adding palliative care. On national accreditation the facility receives ₹10,000 for every functional bed, of which 25 per cent goes as individual incentives and 75 per cent to staff welfare and the work environment. The same amount is paid each year for keeping the accreditation.
Areas of concern:

Introduced:
2013
Incentive on accreditation:
Rs. 10,000 per functional bed
Why it matters for exams: The eight NQAS areas of concern, the 2013 start, the ISQUA accreditation and the ₹10,000 per functional bed incentive are the durable facts behind every NQAS certification news item.
