Indian Navy set to commission the indigenous anti-submarine warfare shallow water craft Mangrol

The Indian Navy will commission the Anti-Submarine Warfare Shallow Water Craft (ASW-SWC) 'Mangrol' at Naval Dockyard, Mumbai on 12 October 2026.
The ship has been built by Cochin Shipyard Limited and is the third vessel of this class delivered by the yard.
It has over 80% indigenous content and is powered by three diesel engines driving waterjets, which allow sharp turns in shallow coastal waters.
Its fit includes the Abhay Hull-Mounted Sonar, lightweight torpedoes, an indigenous anti-submarine rocket launcher and the Maareech Advanced Torpedo Decoy System.
The craft is meant for underwater surveillance, low intensity maritime operations and mine warfare close to the coast, where larger warships cannot operate easily.
VAdm Sanjay Vatsayan, Flag Officer Commanding-in-Chief, Western Naval Command, will preside over the commissioning ceremony.
The ship is named after Mangrol, a coastal town and fishing port in the Junagadh district of Gujarat, and carries forward the legacy of the earlier minesweeper INS Mangrol (M85).

Reserve Bank cancels the Certificate of Registration of 13 non-banking financial companies

The companies include Nakodar Finance Private Limited, Astrol Dealcom Pvt Ltd, Bhagyashri Trading Pvt Ltd, Britex Financial Services Pvt. Ltd., Delta Capital Market Ltd., Sarla Finance Pvt. Ltd. and Rajesh Fiscal Services Private Limited.
Once the certificate is cancelled, these companies cannot transact the business of a non-banking financial institution as defined in the Act.

Reserve Bank announces an open market sale of government securities worth ₹25,000 crore

The Reserve Bank of India announced on 9 October 2026 an open market operation sale of Government of India securities for an aggregate amount of ₹25,000 crore.
The auction will be held on October 13, 2026 through a multi-security auction using the multiple price method, with no security-wise notified amount.
Six securities are on offer, including 7.88% GS 2030 maturing on 19-Mar-2030, 6.10% GS 2031 maturing on 12-Jul-2031, 7.95% GS 2032, 7.26% GS 2033, 7.18% GS 2033 and 7.10% GS 2034 maturing on 08-Apr-2034.
An OMO sale drains rupee liquidity from the banking system, because buyers pay the Reserve Bank for the securities they take.
It is the mirror image of an OMO purchase, which injects liquidity, and it sits alongside the variable rate reverse repo auctions the Reserve Bank has been conducting through October 2026.

Aggregate amount: ₹25,000 crore Auction date: October 13, 2026 Method: multi-security auction, multiple price method Securities on offer: 6, from 7.88% GS 2030 to 7.10% GS 2034

RBI working paper fills the pandemic gap in State-level inflation data using household survey responses

The Reserve Bank of India released Working Paper No. 01/2026, titled 'Data Gaps in State-Level Inflation: An Assessment for the Covid Period', on October 9, 2026.
It is written by Purnima Shaw and R. K. Sinha.
Official State-wise CPI inflation data are missing for four pandemic months, namely April and May 2020 and April and May 2021.
The authors use the granular data of the Reserve Bank's Inflation Expectations Survey of Households, which continued on a bimonthly basis during the pandemic, to estimate State-wise CPI-U inflation for those four months.
The estimates combine urban consumers' inflation perceptions, their three-months-ahead inflation expectations and past realised State-wise CPI-U inflation.
When aggregated, the State-wise estimates closely follow the all-India official CPI inflation series.
The paper argues that such estimates can support future research using State-level inflation time series, since State-wise inflation data matter under India's inflation-targeting framework.

An entire city cannot be shut down: Supreme Court asks that Delhi metro and trains run in a regulated manner

Hearing petitions on an urgent mention on 9 October 2026, the Supreme Court said there should be no complete prohibition on the movement of metro trains and railway services in Delhi around the protests announced for 10 October 2026.
The bench of Chief Justice of India Surya Kant and Justices Joymalya Bagchi and V Mohana said an entire city cannot be shut down over protests and that restrictions must be proportionate.
The Chief Justice said the Court's concern was commuters from Gurugram, Greater Noida, East Delhi and South Delhi, including students, employees and senior citizens, rather than the protesters.
Justice Bagchi observed that reducing the frequency of services can be a regulation, but complete closure is an extreme step.
Solicitor General Tushar Mehta told the Court he would impress upon the authorities that metro and railway services be allowed in a regulated manner.
The Court also said road closures must be revisited, that free flow of traffic be ensured in areas that do not need regulation, and that the decision be given wide publicity through an advisory in newspapers and on websites.

Date of hearing: 9 October 2026 Bench: CJI Surya Kant, Justice Joymalya Bagchi, Justice V Mohana For the Union: Solicitor General Tushar Mehta Court's test: proportionality; no complete prohibition on metro movement
