NATO releases a public summary of its quantum technology roadmap

NATO said on 29 September 2026 that a public summary of its quantum technology roadmap had been released that day. Allies approved the roadmap on 30 July 2026 to accelerate the understanding, adoption and integration of quantum technologies across NATO and Allied armed forces, and to mitigate potential disruptive risks stemming from strategic competition. The roadmap builds on NATO's Quantum Strategy approved in 2023 and focuses on quantum computing, quantum communication and quantum sensing. NATO said the Transatlantic Quantum Community and its Industry Network will play an important role in implementing the activities identified in the roadmap. The Transatlantic Quantum Community last met in Washington D.C. on 24-25 September 2026, where discussions covered how advances in quantum computing could affect secure communications, critical infrastructure, intelligence, strategic stability and crisis decision-making. The community welcomed Belgium and Bulgaria, who officially joined 22 other Allies and six partner nations participating in it. The Netherlands became its Chair for one year on 12 May 2026, with Canada as Vice-Chair; established in 2024, it is a non-binding informal community of quantum experts from national governments, industry, academia, funding bodies and research institutions.

UNICEF says children go to bed hungry in at least one in five households in Lebanon as conflict compounds years of economic crisis

The UN Children's Fund, UNICEF, said in an alert on 30 September 2026 that children go to bed hungry in at least one in five households in Lebanon, and that four in five households struggle to afford basic necessities.
Its report "An Enduring Nightmare" says about one in three surveyed families said their children had missed necessary healthcare, and 14 per cent said at least one child was working.
Since 2 March 2026 at least 261 children have been killed and 1,056 injured, an average of seven children killed or injured every day over six months.
UNICEF said 436 schools have been damaged or destroyed, putting around 100,000 children at risk of losing access to a classroom.
Of the more than one million people displaced within weeks of the escalation, nearly 330,000 have yet to go home, nearly six months after the 17 April ceasefire agreement between Lebanon and Israel.

UNHCR voices concern as Malaysia returns 1,476 people to Myanmar, among them Rohingya held in immigration detention

The UN refugee agency, UNHCR, voiced concern over Malaysia's decision to return 1,476 people to Myanmar, which is in a civil war.
Deportation of Rohingya refugees began on Tuesday, 29 September 2026, according to reports.
Malaysian authorities said the process was voluntary, but UNHCR's Assistant High Commissioner for Protection, Edem Wosornu, noted that those returned had been held in immigration detention. She said this raises serious questions about whether the decisions were genuinely free and informed, and that UNHCR had no access to the individuals.
UNHCR recognised Malaysia's sovereign responsibility to manage asylum and migration and urged robust safeguards, such as individual assessments and access to protection procedures.
It said no one should be returned to a country where they may face persecution, torture or other serious threats to their life and freedom.

The UN Interregional Crime and Justice Research Institute (UNICRI) launched "Crime and Justice in a Changing World" on 30 September 2026 at the 15th UN Congress on Crime Prevention and Criminal Justice in Abu Dhabi.
Homicides fell from 5.9 per 100,000 people in 2015 to 5.2 in 2023 and are projected to decline 25 per cent between 2015 and 2030 on current trends.
Latin America and the Caribbean and sub-Saharan Africa together account for roughly two thirds of all homicide victims.
Criminal profit is shifting to transnational markets, with networks diversifying into trafficking, migrant smuggling and natural resources; in Cambodia illicit proceeds from cybercrime and illegal gambling are estimated at $12.5 billion to $19 billion a year.

UN teams race to shelter Gaza families before the rains as access to 65 per cent of land is restricted

UN teams are racing to protect families in Gaza from the coming rainy season, UN Spokesperson Stéphane Dujarric said. Partners have assessed three possible sites for temporary shelters and are examining more than 450 existing displacement sites at high risk of flooding. Those sites are home to about a fifth of Gaza's population. The main obstacle is restrictions on access to 65 per cent of Gaza's land, while the remaining 35 per cent is already overcrowded. Kerala High Court: Pakistani spouse of an Indian citizen has no vested right to a visa

Justice Bechu Kurian Thomas dismissed WP(C) 22580 of 2026, Unaiz Kadumbottil v. Union of India, filed by an Indian citizen and his Pakistani wife. She had sought a tourist visa to attend her husband's brother's wedding and a long-term visa. The court held that granting a visa is a sovereign function and that no foreign national, even the spouse of an Indian citizen, has a vested right to demand permission to enter the country. It noted that an order of 25 April 2025 under Section 3 of the Foreigners Act, 1946 suspended visa services for Pakistani nationals; the order revoked visas issued to Pakistani nationals, except medical, long-term, diplomatic and official visas, with effect from 27 April 2025. It also held that Article 14 can be claimed only within the territory of India, while a person is inside the country, and so not by the petitioner wife, who is outside it.

Iran says it has received a US response to its seven-day ceasefire plan for the Strait of Hormuz

Iranian authorities said on Wednesday 30 September 2026 that they had received the formal US response to Iran's seven-day ceasefire plan, which President Trump had rejected. Foreign Minister Abbas Araghchi presented the plan at the UN General Assembly: fighting would stop on all fronts including Lebanon, the US would lift its naval blockade and oil sanctions and release frozen Iranian assets, and the Strait of Hormuz would open at the end of the seventh day. The plan is based on the 17 June memorandum of understanding, under which Iran undertook to let ships pass through the strait without tolls for 60 days while peace talks took place; the new plan condenses the timeline and changes the sequence. The disagreement between the two sides is currently over the sequencing of the plan. The terms of the US response have not been made public.
