Ladakh approves Nautor Regularisation Rules, 2026 for land vested in the hill councils

Lt Governor VK Saxena approved the Ladakh Autonomous Hill Development Councils (Nautor Regularisation) Rules, 2026 on 4 September 2026. Nautor land is barren or waste land once owned by the government and allotted to individuals to cultivate or put to productive use; over 60,000 acres appear in Ladakh's revenue records. Holders get proprietary rights up to 10 acres at market-rate prices; holdings above 10 acres go on lease at 80% of notified market rates. The one-time regularisation covers land occupied before 27 October 2020, and regularised land can be mortgaged with scheduled banks. The LAHDCs across all seven districts now hold authority to allot Nautor land.

Nautor land in revenue records: over 60,000 acres Proprietary rights up to: 10 acres Lease above 10 acres: 80% of notified market rates Occupied before: 27 October 2020
Why it matters for exams: Land tenure and decentralised councils are common governance topics; the figures (10 acres, 80%, cut-off date) are testable.
