Paris, a semi-presidential republic and France's 18 administrative regions

France's capital is Paris and its official EU language is French. The European Union's country page describes France as a semi-presidential republic with a prime minister, who is the head of government, appointed by the president who is the directly elected head of state. France's territory consists of 18 administrative regions: 13 metropolitan, that is Continental France, and 5 overseas regions. All 5 of the overseas regions, as well as Saint-Martin, a French territory in the Caribbean, are considered part of the EU, with the status of outermost region. Eurostat figures on the same page give France a geographical size of 638 475 square kilometres and a population of 68 635 943. Strasbourg is one of the three official seats of the European institutions; the others are Brussels and Luxembourg City. There are 81 representatives from France in the European Parliament, and France has 24 representatives on the European Economic and Social Committee and 24 representatives on the European Committee of the Regions.

The Banque de France's 16.3575 capital key in the European Central Bank

France's currency is the euro and it has been a member of the euro area since 1 January 1999. The European Central Bank's page on capital subscription states that the capital of the ECB comes from the national central banks (NCBs) of all EU Member States and amounts to €10,825,007,069.61. The NCBs' shares in this capital are calculated using a key which reflects the respective country's share in the total population and gross domestic product of the EU, and these two determinants have equal weighting. The ECB adjusts the shares every five years and whenever there is a change in the number of NCBs that contribute to the ECB's capital, on the basis of data provided by the European Commission; the latest adjustment took place on 1 January 2024. In the table of euro area NCBs, Banque de France (France) carries a capital key of 16.3575 and paid-up capital of 1,770,700,531.41 euro, the second largest in the euro area behind the Deutsche Bundesbank at 21.7749. The fully paid-up subscriptions of euro area NCBs amount to a total of €8,957,303,649.83.

India and France: from a Strategic Partnership to a Special Global Strategic Partnership

India and France established diplomatic relations soon after India's independence in 1947. Launched on 26 January 1998, the Strategic Partnership with France was the first-ever for India with a Western nation, and the first for France with a non-Western nation. Defence and security, civil nuclear matters and space constitute the principal pillars of this strategic cooperation. In 2023 the two sides adopted the Horizon 2047 Roadmap, and in February 2026 the relationship was elevated to the level of a Special Global Strategic Partnership. In defence, the P-75 Scorpene Project saw the last and the sixth submarine commissioned in the Indian Navy in January 2025, the delivery of 36 Rafale aircrafts by France to India was completed in 2022, and on 28 April 2025 the two governments signed an Inter-Governmental Agreement for the procurement of 26 Rafale-M aircrafts for the Indian Navy. In space, ISRO and the French agency CNES have cooperated for over fifty years and have concluded an agreement for cooperation in the joint earth observation mission TRISHNA. Within the European Union, France is India's third-largest trading partner, after the Netherlands and Germany, and bilateral trade has more than doubled in the last decade to Euros 13.6 billion in 2025-26.
