Brazil's Senate sets a first-round vote on PEC 221/2019 to end the 6x1 work scale

Senate President Davi Alcolumbre scheduled the first-round vote on PEC 221/2019 in the Senate plenary for Wednesday.
The proposal, already approved by the Câmara dos Deputados, reduces the working week to 40 hours without any cut in pay.
It is under discussion in the Senate plenary, with sessions held on 6, 7 and 8 October.
The rapporteur, Senator Omar Aziz of the PSD from Amazonas, rejected all 36 amendments filed up to that point.
Under Senate rules a proposed constitutional amendment needs five discussion sessions before the first-round vote and three more before the second-round vote.
Senators may still file amendments in the plenary.

Proposal: PEC 221/2019 Working week after change: 40 hours Amendments rejected by rapporteur: 36 Discussion sessions needed before first-round vote: 5
Why it matters for exams: It shows how a constitutional amendment moves through Brazil's two-chamber Congress and names the working-hours change at stake.

Brazil's TSE says second-round candidates cannot be arrested from 10 October, with the runoff set for 25 October

The Tribunal Superior Eleitoral said that from Saturday 10 October, fifteen days before the vote, candidates in the second round cannot be arrested or detained.
The protection runs until 48 hours after the polls close, and the only exception is flagrante delito, being caught in the act.
Anyone detained in flagrante must be taken immediately before a competent judge, who orders release if the detention is found unlawful.
Voters receive the same protection from 20 October, five days before the vote; for them arrest is allowed only in flagrante delito, where a conviction for a non-bailable crime is in force, or where a safe conduct issued by the Electoral Justice is violated.
Poll workers and party poll watchers cannot be arrested or detained in the fifteen days before the election while performing their duties, except in flagrante delito.
The second round of Brazil's 2026 elections is on Sunday 25 October.
The rules are set out in the Código Eleitoral, Law 4.737.

Candidate protection begins: 10 October 2026 Voter protection begins: 20 October 2026 Second round of voting: 25 October 2026 Protection lasts until: 48 hours after the polls close
Why it matters for exams: It is a precise, datable rule of Brazilian electoral law and a useful comparison with India's own election-period protections.

Brasília, not Rio or São Paulo, is Brazil's capital

Brasília was created as the Brazilian capital in the central western part of the country from 1956 to 1960. UNESCO describes it as a definitive example of 20th century modernist urbanism. Its urban design is by Lucio Costa and its architectural creations are by Oscar Niemeyer. It was inscribed as a World Heritage Site in 1987. Exam trap: the capital is Brasília, not Rio de Janeiro or São Paulo.

The Amazon basin covers about one-third of South America and spans eight countries

The Amazon basin spans at least 6 million square kilometers (2.3 million square miles), which is nearly twice the size of India. It covers about one-third of South America and spans eight countries. It is home to the largest rainforest on Earth, and to the largest river for the volume of the flow and the size of the drainage basin. Surrounded by mountainous plateaus on most sides, much of the basin is remote and difficult to access. The skies above the Amazon are almost always churning with clouds and storms, which makes the basin one of the most difficult places for scientists to map and monitor. Research groups define the region differently, using the Amazon basin, the wider Amazonia biome, or the Brazilian Legal Amazon, which includes Cerrado areas in addition to rainforest.

Area of the basin: at least 6 million square kilometers (2.3 million square miles) Share of South America: about one-third Countries the basin spans: eight Comparison with India: nearly twice the size of India
Why it matters for exams: Examiners ask which river carries the greatest discharge, how much of a continent a basin occupies, and how many countries it crosses, and the Amazon is the standard example for all three.
