The World Health Organization observes World Mental Health Day on 10 October 2026 with the theme 'Lived experiences heard: real voices, real change'. The theme asks governments to place people who have themselves lived with mental health conditions at the centre of policy, law and service design. WHO's campaign page draws on survey data from its Mental Health Atlas 2024. Only 9 per cent of countries have fully moved from institution-based to community-based mental health care, while 53 per cent are in the early stages of that shift. Some 49 per cent of reported psychiatric hospital admissions are involuntary and 23 per cent of hospital stays last longer than a year. Where countries do have a mental health policy or plan, 80 per cent developed it in consultation with people with lived experience, but only 37 per cent involve them in training primary health care workers.

Saudi Arabia's General Authority of Civil Aviation said two attacks struck King Khalid International Airport in Riyadh on 8 October 2026. The first hit airport facilities and the second hit a Saudia aircraft parked on the ground with no passengers aboard. Three Saudi citizens were killed, among them a pilot of the national carrier Saudia, named by the airline as Captain Hamoud Ali al-Kalthami. Dozens of people of various nationalities were wounded, with injuries ranging from minor to severe. A Houthi military spokesperson said the group had fired a ballistic missile at the airport. Operations later resumed and air traffic returned to normal while the authorities assessed the damage.

A paper published in Nature on 7 October 2026 sets out 'byteification', a two-stage procedure that retrofits existing subword-based large language models into byte-level models. The authors report doing this with 49.1 billion tokens in all, under one per cent of a typical pretraining budget. They build Bolmo 7B and Bolmo 1B from Olmo 3 7B and OLMo 2 1B, Bwen 8B from Qwen3 8B Base, and Blama 8B from Llama 3 8B. Bolmo 7B gains 16.5 percentage points on STEM tasks over BLT 7B, a byte-level model trained from random initialisation. The byteified models substantially outperform their own source models on character-level tasks. Unlike earlier latent-tokeniser designs, the boundary predictor uses one byte of future context, which better matches how subword tokenisers place boundaries.

Belgian trade unions held a national strike and march in Brussels on 9 October 2026 against the government's austerity plans. Police put the turnout at about 30,000 and said the main union march passed peacefully. The government of Prime Minister Bart De Wever is negotiating savings of 10 billion euros over the next few years with its coalition partners to reduce the deficit, with a deadline of 13 October. Unions object to cuts in areas such as health and to a rise in value added tax, and want higher taxes on the highest earners instead. Several hundred youths at the edge of the protest threw sticks and bottles and clashed with riot police, who used water cannon and tear gas, and police reported serious disturbances to public order. Several days of protests in Liege had already led to about 200 arrests.

Ukraine's counter-offensive in the Donetsk region, named Operation Vivaldi, has retaken about 175 sq km around the town of Lyman, according to a review of the week to 8 October 2026. President Volodymyr Zelenskyy described the operation as successful but incomplete. Russia had hoped to use Lyman as a springboard towards Sloviansk and Kramatorsk; the village of Kryva Luka, east of Sloviansk on the Siversky Donets river, is seen as the next key point. A bomb struck two city buses in Kramatorsk on 8 October, killing at least 30 people. Ukraine's military put Russian casualties in September at 46,230, a record for 2026, of which it said more than 70 per cent, or 33,087, were confirmed killed. The Institute for the Study of War, which tracks territory from open sources, assessed that Russia lost 80 sq km of ground during September.

Malaysia ordered school closures on 9 October 2026 in Kuala Lumpur, Putrajaya, Johor, Malacca, Negeri Sembilan, Pahang and Selangor, affecting about two million students. Kuala Lumpur's Air Pollutant Index stood at about 170, in the unhealthy band above 100; readings above 200 are very unhealthy and above 300 hazardous. Under the rule applied, schools are to close when the API reaches 150 or higher. Fires have burned across six Indonesian provinces, scorching at least 200,000 hectares, and Indonesia's health ministry has recorded more than 170,000 respiratory infections. Prime Minister Anwar Ibrahim called the haze worrying, spoke with Indonesian President Prabowo Subianto and asked the foreign minister to seek an urgent meeting of ASEAN environment ministers. Malaysia is also stepping up cloud seeding, and Education Minister Fadhlina Sidek promised parents more advance notice of future closures.

Background
The International Maritime Organization is responsible for more than 50 international conventions and agreements and has adopted numerous protocols and amendments.
IMO has six main bodies concerned with the adoption or implementation of conventions: the Assembly and the Council are the main organs, and the committees involved are the Maritime Safety Committee, the Marine Environment Protection Committee, the Legal Committee and the Facilitation Committee.
In early conventions, amendments came into force only after a percentage of Contracting States, usually two thirds, had accepted them, which in practice led to long delays.
Under the tacit acceptance procedure an amendment enters into force at a particular time unless, before that date, objections to the amendment are received from a specified number of Parties.
Under the International Convention for the Safety of Life at Sea (SOLAS), 1974, an amendment to most of the Annexes, which constitute the technical parts of the Convention, is deemed to have been accepted at the end of two years from the date on which it is communicated to Contracting Governments.
It is not accepted if objected to by more than one third of Contracting Governments, or by Contracting Governments owning not less than 50 per cent of the world's gross merchant tonnage.
This period may be varied by the Maritime Safety Committee, with a minimum limit of one year, and amendments generally enter into force within 18 to 24 months.
Enforcement of IMO conventions depends upon the Governments of Member Parties, which enforce the provisions for their own ships and set the penalties for infringements.

Background
The Treaty Section of the United Nations Office of Legal Affairs is responsible for two key areas of work.
The first is the discharge of the depositary functions of the Secretary-General of the United Nations under more than 560 multilateral treaties.
The second is the registration and publication of treaties and international agreements under Article 102 of the Charter of the United Nations.
The United Nations Treaty Collection is a global portal providing on-line access to information relating to this work.
On the United Nations Treaty Series Online page, users can access information on the more than 250,000 treaties or treaty actions that have been registered and published by the Secretariat.
That database includes the texts of treaties in their authentic languages, along with translations into English or French.
For each treaty deposited with the Secretary-General, the Status of Treaties pages give the title, date and place of conclusion, participants, date and method of entry into force, and reservations and objections.
Treaties registered in accordance with article 18 of the Covenant of the League of Nations are available through the League of Nations Treaty Series.

The EU has 24 official languages: Bulgarian, Croatian, Czech, Danish, Dutch, English, Estonian, Finnish, French, German, Greek, Hungarian, Irish, Italian, Latvian, Lithuanian, Maltese, Polish, Portuguese, Romanian, Slovak, Slovenian, Spanish and Swedish.
Every time new members have joined the EU, they have added to the number of official languages.
The Council establishes the rules on the use of languages by the EU institutions, acting unanimously by means of regulations adopted in accordance with Article 342 of the Treaty on the Functioning of the European Union.

Legal acts and their summaries are available in all official EU languages.
Meetings of the European Council and the Council of the European Union are interpreted into all official languages, and Members of the European Parliament have the right to use any official language when speaking in Parliament.
