French President Emmanuel Macron delivered a televised address on Sunday after a weekend of nationwide protests, looting and arson. France's Interior Ministry said nearly 2,400 people were arrested and about 1,000 police and gendarmes injured in Saturday's violence. Macron said those who rioted and looted would pay for their crimes, and drew a distinction between protesters with legitimate demands and those who destroyed, smashed and looted. He announced a crisis unit to provide urgent aid to people in difficulty and said he had asked the government to draw the lessons and prevent a repeat. He did not declare a state of emergency or a curfew. The protests were student-led, over rising living costs and conditions in schools and universities, and drew calls from a labour union, student organisations and activists seeking to revive the yellow vest movement that emerged in 2018. Authorities put turnout at about 550,000 people across France, while organisers put it at about 800,000.

Albanian Prime Minister Edi Rama rejected demonstrators' demands that he resign as violent anti-government protests entered a sixth day. Police fired water cannon and tear gas in the capital Tirana on Sunday, October 18, 2026, where hundreds gathered in front of the Education Ministry chanting 'Rama, resign' before clashes spread across the city centre. The student-led protests have rocked Tirana since Tuesday, October 13, with protesters calling for action over poor university conditions, high tuition fees and corruption. Albania's Health Ministry said 28 people were injured on Sunday, 19 of them police officers. Rama ruled out resigning, having said earlier in the week that governments are changed through elections, and said the protests challenged Albania's path towards European Union accession rather than his government.

Taiwan's coastguard said in a statement on Sunday that it confronted and drove away 16 Chinese vessels, including coastguard, research and fishing ships, taking part in simultaneous maritime harassment operations. Four of the 16 were fishing boats, and some vessels entered Taiwan's restricted waters. The operations targeted Taiwan's main island and Pratas, also known as Dongsha, to the southwest. The coastguard called the operations hybrid warfare and said Beijing was trying to create a false impression of jurisdiction over the waters. Earlier, on October 1, the Taiwanese coastguard used water cannon against a Chinese recreational fishing vessel near Pratas. Taiwanese official data recorded a record 244 Chinese coastguard, research and other ships around the main island in July, against 58 in the same month a year earlier, and 152 vessels in the first 21 days of August.

Kenyan health authorities confirmed an eighth Ebola case, after one of 38 people tested on Sunday returned a positive result. Health Ministry Director-General Patrick Amoth said the patient is a 49-year-old man, not a health worker, who worked as a patient attendant cleaning utensils and linen, developed fever, headache and muscle pain, and was likely exposed to Kenya's first Ebola case. Patients in quarantine were being tested after developing symptoms, and the other six patients were stable on supportive treatment. On Saturday the ministry had reported four new cases, three of them health workers who treated the first patient. Kenya's first case travelled from the Democratic Republic of the Congo to Nairobi and died at a Nairobi hospital on October 5. The outbreak is of the Bundibugyo strain, for which there is no approved vaccine or treatment. The DRC has recorded at least 9,400 cases and more than 4,500 deaths since the outbreak was declared in May, with Ituri province accounting for almost three-quarters of confirmed cases, and the government said on Sunday that the virus had reached an eighth province, North Ubangi, where two cases including one death were recorded. North Kivu province is introducing a one-week ban from Monday on people entering from Ituri.

Venezuela's opposition Unitary Democratic Platform (PUD) confirmed exiled Nobel Peace Prize laureate Maria Corina Machado as its leader at a meeting in Caracas on Sunday, October 18, 2026, agreeing in its final document to 'recognise and support the leadership of Maria Corina Machado'. The alliance put forward 14 proposals for a democratic transition, including full freedom for political parties, the lifting of bans on candidates, the unconditional release of all political prisoners and the safe return of exiles, along with a roadmap for general elections; it set no date for a vote. Machado, who is living in Panama, has been in exile since she left Venezuela in December 2025 to receive her Nobel Peace Prize, and her party says Venezuelan authorities have blocked her attempts to return. Venezuela has been led by interim President Delcy Rodriguez since January, after former president Nicolas Maduro was captured by the United States military and flown to stand trial in New York.

Of the Convention's 196 parties, nearly 90 per cent have national biodiversity targets, close to 60 per cent have completed national strategies and action plans, and more than 70 per cent have submitted national reports. 162 parties, or 83 per cent, have targets aligned with the global framework, covering an average of 22 of its 23 targets. Fewer than half of the national targets assessed are on track for 2030. Protected area coverage stands at about 18.4 per cent of land and inland waters and 23.2 per cent of marine and coastal areas under national jurisdiction. NASA said a post-flight review of the Artemis II heat shield found its aerodynamic and aerothermal performance matched pre-flight predictions. Artemis II splashed down on April 10, 2026. During re-entry the Orion spacecraft reached about 39 times the speed of sound, external temperatures peaked above 4,000 degrees Fahrenheit while the cabin stayed in the mid-70s Fahrenheit, and the craft entered within 192 feet of its targeted entry interface and landed 0.59 miles from the predicted site off San Diego. Shortening the allowable downrange distance during entry reduced cracking and char loss by a factor of ten compared with Artemis I: engineers counted 9 char-loss spots on the Artemis II heat shield against 103 on Artemis I. The heat shield uses 186 unique Avcoat blocks and the backshell carries 1,300 ceramic tiles.

The United Nations Treaty Collection carries the Comprehensive Nuclear-Test-Ban Treaty with its Registration Number shown as N/A and no volume number in the United Nations Treaty Series, because a treaty is registered ex officio only once it takes effect. Its place and date of conclusion are given as New York, 10/09/1996. The Secretary-General of the United Nations is the depositary and the agreement type is recorded as Multilateral. The register's attachments field shows that the instrument comes with annexes and protocol. Its ICJ information field reads: see article VI (2) for provisions relating to the jurisdiction of the International Court of Justice. It has six authentic texts: Spanish, Russian, French, English, Chinese and Arabic. The register gives it five subject terms, more than most instruments carry: Nuclear matters, Environment, Energy, Disarmament and Arms. The participant table records each state's action and date separately, so a state may appear twice, once for Signature and once for Ratification.

The WIPO Madrid System is described as a convenient and cost-effective solution for registering and managing trademarks worldwide: an applicant files a single international trademark application and pays one set of fees to apply for protection in the 133 countries covered. A person can use the Madrid System if they are a national of, or have a domicile or business in, any of the 133 countries covered by the Madrid System's 117 members, and must also already have, or have applied for, a national or regional trademark registration in the IP Office of a Madrid System member. Fees include a basic fee of 653 Swiss francs, or 903 Swiss francs for a mark in color, with a 90% reduction for an application filed in the IP Office of a least-developed country, plus additional fees depending on where protection is sought and how many classes of goods and services are to be covered. The intellectual property office of each member where protection is sought decides whether it can grant protection under its own domestic laws. Coverage has territorial quirks: protection in Denmark includes Greenland and Faroe Islands, while protection in China does not include Hong Kong or Macao.
