The same relaxation covers Maharashtra, Andhra Pradesh, Telangana, Nagaland and Delhi, with Delhi on a longer calendar ending 22 December. Haryana's own district figures show how much work is pending: Form 6 notices number 4,49,813, Form 7 notices 1,57,673 and Form 8 notices 3,78,094. Haryana puts a round-the-clock joint team on illegal mining and orders checks on e-transit bills

Karnal district in Haryana has been told to keep a joint team of the mining police, the enforcement wing and the revenue department watching for illegal mining round the clock. The direction came at the monthly mining review chaired by Deputy Commissioner Dr Anand Kumar Sharma at the district secretariat. Every Sub Divisional Magistrate must inspect the mining areas in his jurisdiction and act against overloaded vehicles, and e-transit bills, called e-ravangi bills, must be checked carefully. The District Mining Officer reported that between 28 August and 30 October, 25 vehicles were seized for illegal mining and Rs 8,63,900 was collected in fines. For the year so far, 161 vehicles have been sealed, 52 first information reports registered, 32 challans presented in court and 20 cases are still in process. An e-transit bill is the electronic pass that must accompany a load of minor minerals, and checking it is how a state tells legally mined material from the rest.

Haryana's power regulator stops the parallel distribution licence for Gurugram and Nuh after a written state direction

The Haryana Electricity Regulatory Commission has decided not to take further steps on the parallel power distribution licence it had given to Eleven Power Private Limited for the Gurugram and Nuh revenue districts. The Commission had granted that licence for 25 years on 19 October, and the company accepted it on 21 October. On 26 October the state's Energy Department wrote to the Commission under Section 108(1) of the Electricity Act, 2003, directing that no parallel distribution licence be created, operationalised or effectuated anywhere in Haryana, with the Chief Minister's approval. The Commission held that Section 108(1) obliges it to follow written government directions on policy matters, and that under Section 108(2) the government's view on whether a question is one of public-interest policy is final. Since the directions cover the whole state, it said nothing was left for it to decide, and it refused the company's request for advance notice and a hearing. The licence has not been cancelled, but it cannot be put into effect while the directions stand. The company had proposed capital investment of Rs 4,717 crore over five years with supply from 2027-28, in a licence area of five divisions covering more than 8.3 lakh consumers. The state's own distribution company for the area, Dakshin Haryana Bijli Vitran Nigam, had opposed the licence on grounds that included cross-subsidy, stranded costs and duplicated infrastructure.

Haryana takes its investment pitch to Gujarat and puts a figure of Rs 5 lakh crore on it

Chief Minister Nayab Singh Saini led a Haryana delegation to Gujarat for a two-day investment drive, with one-to-one investor meetings and a gathering of the Haryana diaspora at Surat on the first day and the Haryana Investment Roadshow at Gandhinagar on the second. The pitch is built on the Make in Haryana Industrial Policy-2026, which sets a target of about Rs 5 lakh crore in fresh investment and more than 10 lakh jobs by 2030-31. Industry and Commerce Minister Rao Narbir Singh went with the delegation, and the department's Commissioner and Secretary, Dr Amit Agrawal, set out the plan. At Gandhinagar the Chief Minister told investors about the state's sectoral policies, which cover electronics, data centres, information technology and artificial intelligence, pharmaceuticals and medical devices, toys and sports equipment, and food processing. He said memoranda of understanding worth Rs 1.1 lakh crore had been signed on the day the industrial policy was launched in Gurugram. He also said the state had used 96 per cent of its incentive budget in 2023-24 and in 2024-25, against a six-year average of 83 per cent. Haryana plans a Happening Haryana Global Investors Summit in the first week of April 2027.

Haryana's power employees strike for three days against the parallel distribution licence, then call it off after talks

Power employees and engineers across Haryana went on a three-day strike from 22 October against the parallel distribution licence granted for Gurugram and Nuh. The call came from the Haryana Bijli Karamchari and Engineers Sanyukt Sangharsh Morcha, which wanted the licence cancelled and the proposed privatisation of power distribution dropped. The Morcha argued that a second distributor in the state's highest-revenue districts would weaken Dakshin Haryana Bijli Vitran Nigam, the government company that supplies the area. About 40,000 employees joined the strike, which affected an estimated 10 lakh consumers. It was called off on 23 October after the unions met Energy Minister Anil Vij and the Chief Minister. The minister said the government had taken the regulator's order to the Appellate Tribunal for Electricity and asked for a stay. The government and the unions were to meet again on 3 November. Haryana distributes power through two state companies, one for the south and one for the north.

Two licensees in one area, and a government's power to direct the regulator: how parallel power distribution works

Haryana's parallel power licence is in the news this week, so here is the framework behind it. In a parallel distribution arrangement, two licensed companies may supply electricity in the same geographical area, with the existing state utility continuing to operate, and a consumer may choose a supplier once the new distributor's network reaches that consumer. An applicant seeks such a licence from the state electricity regulatory commission under Sections 14 and 15 of the Electricity Act, 2003, and the same framework already runs in Mumbai. The commission is not free of the state government on policy: Section 108 of the Act requires it to be guided by written directions from the state on policy matters involving the public interest, and the government's own view on whether a question is a policy matter is final. An order of the commission can be challenged before the Appellate Tribunal for Electricity. In Haryana the dispute matters because the districts in question made up 35.23 per cent of the southern distribution company's sales and 42.98 per cent of its revenue of Rs 9,493.75 crore in 2025-26. The company estimated that a shift of 2.5 per cent of its sales would cost it Rs 424.12 crore in 2027-28, and a shift of 20 per cent as much as Rs 1,898.75 crore. The Union Power Ministry's consultative committee discussed a national framework for parallel distribution earlier this year.

Licence provisions: Sections 14 and 15, Electricity Act, 2003 Government direction provision: Section 108 Share of the discom's revenue from those districts: 42.98 per cent
Why it matters for exams: Sections 14, 15 and 108 of the Electricity Act, 2003 and the Appellate Tribunal for Electricity are set exam facts on power sector regulation.
