Manipur puts out a draft first amendment to its Secretariat Subordinate Services Rules for three posts

The Government of Manipur has published a draft amendment to its service rules for the State Secretariat. It is published as a draft titled the Manipur Secretariat Subordinate Services (1st Amendment) Rules, 2026. The draft covers the posts of Assistant Section Officer, Care Taker and Librarian. Service rules of this kind fix the method of recruitment, the qualifications and the conditions of service for a post, and a State puts a draft in the public domain before the rules are finally notified. For an aspirant the point to carry is the name of the rules and the three posts named in this first amendment, because recruitment notices for Manipur's Secretariat will cite them.

Why it matters for exams: The rules are named the Manipur Secretariat Subordinate Services (1st Amendment) Rules, 2026, and they cover the posts of Assistant Section Officer, Care Taker and Librarian.

A sanctuary of 1954, a national park of 1977 and a deer found again in 1953: Keibul Lamjao

Manipur opened the BRICS Sustainable Lifestyle Week at Imphal this week with a plantation drive and an appeal on the State's biodiversity, which puts its one national park back in view. Keibul Lamjao was declared a wildlife sanctuary of about 5,200 hectares in 1954. It was reduced to about 4,050 hectares and declared a national park in 1977, and it is described as the only floating national park in the world. It is the sole home of the sangai, the Manipur brow-antlered deer, which is the Indian form of Eld's deer and is counted among the most endangered deer in the world. The animal was thought extinct until it was found again in 1953. The first aerial census in 1975 counted fourteen of them, and the 2013 census counted 204, along with 212 hog deer. The park lies in the Bishnupur and Thoubal districts of Manipur. With Loktak Lake and Pumlen Pat it was put on India's UNESCO Tentative List as the Keibul Lamjao Conservation Area on 11 March 2016.

A Ramsar wetland of 1990, floating mats called phumdis and a catchment of 4,947 sq km: Loktak Lake

The appeal on Manipur's natural assets at the opening of the BRICS Sustainable Lifestyle Week at Imphal this week turns attention to the State's great lake. Loktak is the largest natural freshwater lake in northeastern India and was designated a Ramsar wetland in 1990. It is oval in shape, about 26 km long and 13 km wide, and its depth runs from 0.5 m to 4.58 m with an average of 2.7 m. Fourteen hills stand in it, mostly in the south, among them Sendra, Ithing and Thanga. Its catchment covers 4,947 sq km, about 22 per cent of the State, and local people call it the lifeline of Manipur. Its characteristic ecosystem is the phumdi, a floating mat of soil, vegetation and organic matter that can reach about eight feet in thickness, with roughly one fifth above water and four fifths below. The lake holds the richest rotifer diversity of any aquatic ecosystem in the Indian subcontinent, with 120 species recorded.

A GI tag in 2019 and a semi-dwarf variety from an ICAR centre: Manipur's black rice

Manipur's Chak-Hao has just taken a Global Excellence Award in the GI rice category at a national rice conference, so it helps to know what the rice is. Chakhao is the black scented rice of Manipur, known for a mild nutty taste, a distinct aroma and a deep purple colour when cooked, which comes from its high anthocyanin content. It is used in religious feasts and ceremonies, and it received a Geographical Indication tag in 2019. Its traditional landraces yield under 2.0 tonnes a hectare and grow over 150 cm tall, so the plants fall over easily. The ICAR Research Complex for the North Eastern Hill Region, Manipur Centre, developed the first high yielding semi-dwarf variety, named RC Manichakhao-1, under Dr Konsam Sarika, a Scientist in Genetics and Plant Breeding. It yields about 4.5 to 5.0 tonnes a hectare. The State Seed Sub-Committee for Agricultural Crops cleared it for release in Manipur, and Governor Ajay Kumar Bhalla introduced it.
