Canada–India ties — a Strategic Partnership, a 1.8-million-strong diaspora and a $70-billion trade goal

Live hook: Canada's International Trade Minister Maninder Sidhu announced a Team Canada Trade Mission to India, described as the largest trade delegation Canada has sent to India in over 30 years.
Canada and India share nearly 80 years of diplomatic relations; ties were formally designated a "Strategic Partnership" in 2018, built around ministerial dialogues on foreign policy, trade and investment, finance and energy.
As of the 2021 federal census there are more than 1.8 million Canadians of Indian origin, and India is Canada's largest source country for most immigration categories, with 392,810 Indian study permit holders in Canada in 2024.
Canada has a High Commission in New Delhi and Consulates General in Bengaluru, Chandigarh and Mumbai; India has a High Commission in Ottawa and Consulates General in Toronto and Vancouver.
The two countries have launched negotiations on a Comprehensive Economic Partnership Agreement (CEPA), and Canada aims to more than double two-way trade with India to $70 billion annually by 2030.

Canada is a constitutional monarchy — the King, the Governor General and the lieutenant governors

Live hook: Quebec's incoming Parti Québécois government plans to abolish the role of lieutenant-governor, putting the Crown's place in Canada's provinces in the news.
Canada's system of government is a constitutional monarchy and a parliamentary democracy; His Majesty King Charles III is King of Canada and Head of State.
Canada separates the head of state — the Sovereign — from the head of government, the Prime Minister, who directs the governing of the country.
The Governor General is the representative of the King in Canada, and a bill becomes law only after royal assent, granted by the Governor General on behalf of the Sovereign.
In each of the ten provinces the Sovereign is represented by the Lieutenant Governor; in the three territories, the Commissioner represents the federal government and plays a ceremonial role.
Parliament has three parts: the Sovereign, the Senate and the House of Commons; depending on the province or territory, members of the legislature are called MLAs, MNAs (members of the National Assembly), MPPs or MHAs.

Canada tells citizens to avoid all travel to Riyadh's King Khalid International Airport after Houthi strikes

Canada's official travel advice for Saudi Arabia, updated on 11 October 2026, says to avoid all travel to King Khalid International Airport (RUH) in Riyadh because of ongoing military activity; the airport is currently closed.
For Saudi Arabia as a whole, the advice is to avoid non-essential travel because of the volatile security situation in the region.
It also says to avoid all travel to the provinces of Asir, Jazan and Najran and to areas within 30 km of the border with Yemen.
Canada's ambassador to Saudi Arabia, Jean-Philippe Linteau, said in a video on Sunday that the embassy in Riyadh remains open for Canadians needing consular help.
A missile attack on a passenger terminal at the airport had killed 12 people the day before, and the Saudi-led coalition said another projectile hit the terminal on Sunday.
Prime Minister Mark Carney called the Houthis' attacks on civilian infrastructure "abhorrent".

Carney tells Zelenskyy the US–Russia diesel deal runs against peace efforts, keeps Canada's sanctions on Russia

Canadian Prime Minister Mark Carney spoke separately with Ukraine's President Volodymyr Zelenskyy and US President Donald J. Trump on 11 October 2026.
To Zelenskyy, he said the new agreement for Russia to supply millions of tonnes of diesel to the United States is in direct opposition to the peace efforts of Ukraine, Canada and their allies, and will give Russia additional revenue.
Canada has imposed over 3,500 sanctions over Russia's violations of Ukraine's sovereignty, and Carney said Canada will maintain and, where effective, tighten them.
Canada has committed over $8.5 billion in military support and over $750 million for Ukraine's recovery and reconstruction; $355 million for Ukraine's air defences was announced during Zelenskyy's recent visit to Canada.
In the call with Trump, Carney thanked the President for his leadership toward an energy ceasefire between Ukraine and Russia.
He added that Canada will keep maximising its oil and diesel exports to the United States.

Delhi High Court issues directions to all Delhi trial courts against declaring an accused an absconder without cogent grounds

Justice Girish Kathpalia of the Delhi High Court has issued directions to all criminal trial courts in Delhi on when an accused may be declared an absconder or proclaimed offender.
The judgment in Tajinder Mohan Singh v. The State (Government of NCT of Delhi), neutral citation 2026:DHC:8954, was reported on 10 October 2026.
The petitioner was an accused in a cheque dishonour complaint under Section 138 of the Negotiable Instruments Act. Process reports said he had not lived or worked at either of the two addresses given in the complaint for about four years, yet the trial court ordered proclamation at those addresses, declared him an absconder and directed an FIR under Section 174A of the Indian Penal Code. The High Court quashed that FIR and all consequential proceedings.
The Court directed that courts must not declare an accused an absconder because of case backlog, and must have cogent grounds to believe the accused is deliberately avoiding summons or warrants.
Complainants must file an affidavit at the start of a complaint case giving the accused's correct residential address and any other addresses for electronic service.
The presiding judge must personally examine the process server's or police official's report and record reasons in writing before finding that service was avoided.
The Registrar General was directed to send the judgment to all Principal District and Sessions Judges in Delhi and to the Delhi Judicial Academy, and to circulate it among criminal trial courts in Delhi.

Rehabilitated agropastoral dam at Torla eases herder-farmer conflict in northern Côte d'Ivoire, UN News reports

A UN News report of 10 October 2026 described how a rehabilitated agropastoral dam at Torla village in northern Côte d'Ivoire is reducing conflict between herders and farmers. In the dry season, herders pushing cattle through cultivated fields in search of water and pasture had led to disputes with farmers. The dam, completed in August, holds more water and releases it more reliably through the dry months for livestock and irrigation. It is managed locally by the community and supported by the International Organization for Migration (IOM), the UN Peacebuilding Fund and partners.
