Sweden's parliament, the Riksdag, rejected the Speaker's proposal of Magdalena Andersson of the Social Democratic Party as Prime Minister. In the chamber vote 99 members voted yes, 248 voted no, none abstained and 2 were absent. A proposal falls when more than half of the 349 members vote against it. If a proposal is not approved, the Speaker may present a new proposal for Prime Minister, and the Speaker may present four proposals in all. If none of the four is approved, an extraordinary election to the Riksdag must be held within three months. Until a new government takes office, Ulf Kristersson remains Prime Minister in a caretaker government. The deadlock follows the general election held on 13 September 2026.

The Riksdag approved an amendment to Sweden's central government budget for 2026 on computing capacity. Under the decision the Government, or a public agency designated by the Government, may enter into financial commitments on behalf of the state in supercomputing contracts for management and calculation of large data volumes. Sweden would commit up to EUR 50 million over a five-year period, with the possibility of further voluntary commitments. The commitment is tied to the European High Performance Computing Joint Undertaking, which is procuring AI gigafactories; member states finance the procurements in exchange for access to future computing resources. The aim is to let Sweden join the European action plan for advanced AI infrastructure promptly and secure computing capacity for research, innovation, business and the public sector. The proposal came as a committee initiative from the Committee on Finance and is reported as FiU12.

The Riksdag examined a European Commission legislative proposal intended to keep electricity bills reasonable for final customers in the European Union. It tested the proposal against the principle of subsidiarity, under which decisions should be taken as close to citizens as possible. The Riksdag concluded that the proposal does not comply with that principle. It objected to the parts on network tariffs and on energy taxation rules, saying the Commission had not sufficiently shown that member states could not achieve these objectives themselves. The Riksdag therefore submitted a reasoned opinion. The matter is reported as NU8.
Principle applied:
Subsidiarity
Parts objected to:
Network tariffs and energy taxation rules

Why it matters for exams: Subsidiarity and the reasoned opinion are standard European Union questions, and a national parliament using the yellow-card machinery is the clearest example of them.

The Riksdag examined the European Commission's proposal for a directive to simplify the Union framework on direct taxation and support growth and competitiveness in the European Union. Reviewing it under the principle of subsidiarity, the Riksdag found that the legislative proposal conflicts in certain parts with the principle of subsidiarity. It questioned whether the Commission had shown that simplification could not be achieved through national measures, so that the proposed harmonisation of rules on deductions for research and development expenditure may not be necessary. It also found that the Commission had not sufficiently shown that restrictions on member states' freedom of action, within existing minimum directives, are targeted and go no further than needed. The Riksdag will send these views in a reasoned opinion to the Presidents of the European Parliament, the Council and the Commission. The matter is reported as SkU9.

Why it matters for exams: Direct taxation is an area where European Union member states guard their competence closely, and this shows how a national parliament pushes back.

The Riksdag announced that the Speaker, Andreas Norlen, would receive President of Singapore Tharman Shanmugaratnam at the Riksdag on 19 October 2026. The meeting is part of a state visit to Sweden at the invitation of His Majesty The King. At the Riksdag the President is to meet members of the Committee on Foreign Affairs and the Committee on Industry and Trade. Statistics Sweden published the Consumer Price Index for September 2026. The inflation rate according to the CPI in September 2026 was 1.1 percent, up from 0.3 percent in August. The inflation rate according to the CPIF was 1.5 percent in September, up from 0.7 percent in August. The CPI index stood at 125.94 and the CPIF index at 124.50, both on a 2020 = 100 base. The figures were published on 14 October 2026. The CPIF is the measure the Riksbank uses for its inflation target.

Elections were held in Sweden on 13 September 2026 and the seats in the new Riksdag were distributed among eight parties. The Social Democratic Party took 99 seats, the Moderate Party 70, the Sweden Democrats 62, the Left Party 30, the Centre Party 25, the Christian Democrats 22, the Green Party 22 and the Liberal Party 19. The number of seats each party receives is in proportion to the number of votes the party has received in the parliamentary elections. No single party is close to the 175 seats needed for a majority in the 349-member chamber, which is why government formation has run on past the election.

Background
Sweden's unresolved government formation after its latest general election turns on how the chamber is composed, so the rules are worth fixing. There are 349 seats in the Riksdag which are distributed following the parliamentary elections. The 349 seats consist of 310 fixed constituency seats and 39 adjustment seats. To share in the distribution a particular party must receive at least four per cent of the votes. Elections to the Riksdag are held every four years, on the second Sunday in September. The adjustment seats exist so that the national result is proportional even though votes are counted in constituencies.

Background
Sweden's Riksdag has been examining European Commission proposals on energy and taxation, so its exact place in the European Union is worth stating. Sweden has been a member of the European Union since 1 January 1995. Its currency is the Swedish krona, abbreviated SEK, and it has not adopted the euro, though it has committed to adopt the euro once it fulfils the necessary conditions. Sweden has been a member of the Schengen area since 25 March 2001. There are 21 representatives from Sweden in the European Parliament. The capital is Stockholm, the official language is Swedish, and the country is a constitutional monarchy and parliamentary democracy with a single-chamber parliament of 349 members.

Sweden's first general election as a member of the alliance has just been held, so its accession is worth recalling precisely. After 30 years of close partnership with NATO, Sweden joined the Alliance on 7 March 2024, when its Instrument of Accession was deposited in Washington, D.C. That took the alliance to 32 members, Sweden's ratification having been completed in each of the 31 other Allies. Sweden remains outside the eurozone even as it sits inside both the European Union and NATO.

Background
A state visit to Sweden is made at the King's invitation, and the King chairs the Council of State at which a change of government is formalised, so the office matters while a government is being formed. The Royal Court states that the King is the country's Head of State and his duties are regulated by law. The fact that Sweden should have a king or a queen regnant as its head of state is established in the Instrument of Government, one of the kingdom's constitutional laws. As a non-political Head of State, the monarch is a unifying representative of Sweden and a symbol of the country. The King mainly performs state ceremonial and official duties, including opening the Riksdag session, chairing Councils of State, carrying out state visits and receiving ambassadors. The order of succession is also one of Sweden's four constitutional laws. A fully cognatic line of succession was introduced in 1980, so the monarch's oldest child inherits the throne.
