The World Health Organization has published a report titled Ten years of the Paris Agreement: a global review of health in nationally determined contributions. The 45-page report analyses 114 nationally determined contribution documents submitted by 140 Parties, covering mitigation, adaptation, loss and damage, governance and financing. It finds that 91 per cent of Parties mention health and 59 per cent identify health co-benefits of mitigation actions. It finds that 55 per cent include health-specific adaptation actions or targets, while 23 per cent estimate the resources needed for health-related climate actions. Only 11 per cent include emission reduction measures or targets for the health sector itself. The report calls for more specific, evidence-informed and adequately financed commitments and for fuller quantification of health benefits.

Former president of the Democratic Republic of the Congo Joseph Kabila has been named leader of a new political and military movement called the Front for the Refoundation of the Nation, launched in Goma, the capital of North Kivu province, on 12 October 2026. The new front marks the dissolution of the alliance between the Alliance Fleuve Congo and the March 23 Movement. Prime Minister Abiy Ahmed has named an interim administration for Ethiopia's northern Tigray region, announced on 16 October 2026, and pledged that free elections will follow. The administration is to hold office for six months and create the conditions for elections in that period. Five officials were appointed to run Tigray, including the mayor of the regional capital Mekelle, and they are to carry out directives and instructions from the federal government. Its stated priorities are repairing damaged infrastructure and helping displaced people return home. Abbas issued a decree setting presidential and legislative elections for 11 September 2027. The legislative elections had been scheduled for 28 November 2026. The presidency cited security, logistical and on-the-ground obstacles to creating the conditions needed for elections. Wafa later reported that the Executive Committee of the Palestine Liberation Organisation approved the postponement, saying conditions had changed fundamentally since the elections were announced. UNESCO has published the 2026 Global Education Monitoring Gender Report for the International Day of the Girl Child on 11 October 2026. It finds that enrolment is now roughly equal for girls and boys globally from pre-primary through upper secondary. The share of girls married before 18 fell globally from 25 per cent in 2000 to 18 per cent in 2025, but stands at 25 per cent in Central and Southern Asia and 31 per cent in sub-Saharan Africa. About 6 million pregnant girls and young mothers aged 10 to 19 were out of school in sub-Saharan Africa in 2024, and fewer than 5 per cent of pregnant and parenting girls in that region return to school. Averages hide disparities: in India, rural areas have 59 girls per 100 boys completing upper secondary while urban areas have parity, and in Angola the poorest households have 30 girls per 100 boys completing upper secondary. UNESCO data for 2026 show 58 per cent of countries guarantee the right to education without sex or gender discrimination and 35 per cent explicitly protect that right for pregnant and parenting girls. An estimated 2.4 million girls and women are denied education in Afghanistan.
