Galathea Bay transhipment port recommended in principle at ₹48,862 crore with ₹12,230 crore of viability gap funding

The proposed International Container Transhipment Port at Galathea Bay on Great Nicobar Island has received an in-principle recommendation from the Public Private Partnership Appraisal Committee, which sent it to the competent authority for consideration.
The total project cost is Rs 48,862 crore.
Viability Gap Funding of Rs 12,230 crore, which is 25 per cent of the project cost, was sought from the Ministry of Ports, Shipping and Waterways.
The equity is to be split 55 per cent with an Indian-owned and controlled private entity and 45 per cent with select major ports, including Kamarajar Port Limited.
Several government wings questioned the project's commercial viability and how it would compete with Colombo, Singapore and Port Klang, and the Department of Expenditure flagged the relaxations sought by the ministry.
The ministry's case is that the site is close to the main East-West shipping route and nearer than Port Klang and Singapore, which could cut logistics costs for mother and feeder vessels.

Project cost: Rs 48,862 crore Viability Gap Funding sought: Rs 12,230 crore Equity split: 55 per cent private, 45 per cent major ports
Why it matters for exams: Transhipment ports, viability gap funding and the PPPAC route are standard economy and infrastructure questions.

Phase One of the Great Nicobar port to begin by 2028, says the Shipping Minister

Union Minister for Ports, Shipping and Waterways Sarbananda Sonowal said the Great Nicobar transhipment port will not be stopped and that Phase One will start by 2028.
The project is awaiting Cabinet approval after clearance by the Public Private Partnership Appraisal Committee of the finance ministry.
The first two phases have been cleared at nearly Rs 48,862 crore, with viability gap funding of about Rs 12,230 crore, and the developer is to be chosen by who seeks the lowest viability gap funding.
It will be a joint venture, 55 per cent owned by an Indian-owned and controlled entity and 45 per cent by select central government-owned major ports.
The government's case is that the port places India near the Strait of Malacca, since about three-fourths of India's transhipment cargo currently moves through foreign ports.
The Minister said the leatherback sea turtle breeding zone has been protected and concerns about the coral zone addressed.

Phase One start: By 2028 First two phases cleared at: Nearly Rs 48,862 crore Share of transhipment cargo through foreign ports: About three-fourths
Why it matters for exams: The Strait of Malacca argument and India's transhipment dependence are repeatedly asked in economy and security papers.

Why Galathea Bay was picked: 14.2 million TEU and water more than 20 metres deep

The Great Nicobar transhipment port, now before the Union government for a final decision, rests on the natural advantages of Galathea Bay.
The International Container Transhipment Terminal planned there is designed for a capacity of 14.2 million TEU.
The bay lies about 40 nautical miles from the East-West shipping route.
Its natural water depth is over 20 metres, which allows the largest container vessels to berth without heavy dredging.
The terminal is one of four components of the Great Nicobar Project, the others being a greenfield international airport, a power plant and a township.
The island is seismically sensitive and cyclone-prone, and a risk assessment and disaster management plan has been prepared for the project.

Beyond the transhipment terminal now awaiting a final decision, the Great Nicobar Project has three other large components.
A greenfield international airport is planned for 4,000 peak-hour passengers, expected to handle at least 1 million passengers when it opens and about 10 million a year later; Port Blair handles about 1.8 million annually.
A 450 MVA gas and solar power plant is planned.
A new township is to span 16,610 hectares.
The project is to be built in three phases covering 72.12 sq km, 45.27 sq km and 48.71 sq km.
The total area is 166.10 sq km, made up of 35.35 sq km of revenue land and 130.75 sq km of forest land.

The Tribal Reserve on Great Nicobar, and the Shompen and Nicobarese who live on the island

The land question on Great Nicobar, where a large port and township are planned, turns on the island's Tribal Reserve.
Of the 751.070 sq km of Tribal Reserve on the island, 84.10 sq km overlaps the project area.
Of this, 73.07 sq km is to be de-notified and 76.98 sq km re-notified, giving a net addition of 3.912 sq km to the reserve.
The government says no displacement is proposed for the Shompen, numbering about 237, or the Nicobarese, numbering about 1,094.
The only tribal habitations within the project area are at New Chingen and Rajiv Nagar.
Environmental clearance for the project was granted under the EIA Notification, 2006 and the ICRZ Notification, 2019, with 42 compliance conditions.

Twenty-one unnamed islands that now carry the names of Param Vir Chakra awardees

As the islands return to the news over the Great Nicobar project, their recent map changes are worth recalling.
Twenty-one of the largest unnamed islands of the Andaman and Nicobar Islands were named after twenty-one Param Vir Chakra awardees.
The largest of them was named after the first Param Vir Chakra awardee, Major Somnath Sharma, with each subsequent island named in order of size.
The ceremony was held on Parakram Diwas, the birth anniversary of Netaji Subhas Chandra Bose.
A model of a National Memorial dedicated to Netaji, to be built on Netaji Subhas Chandra Bose Dweep, was unveiled at the same event.
Ross Island had earlier been renamed Netaji Subhash Chandra Bose Dweep, Neil Island became Shaheed Dweep and Havelock Island became Swaraj Dweep.

Why the capital of the islands is called Sri Vijaya Puram

Every current release about the islands now datelines Sri Vijaya Puram, so the reason for the name is worth setting down.
The Government decided to rename Port Blair, the capital of the Andaman and Nicobar Islands, as Sri Vijaya Puram.
The Union Home Minister said the earlier name carried a colonial legacy, while the new name honours the victory of the freedom struggle and the islands' role in it.
He noted that the islands once served as a naval base of the Chola Empire and are now placed to be a key base for strategic and development goals.
He said the islands were where Netaji Subhash Chandra Bose first unfurled the national flag.
The Cellular Jail in the city held Veer Savarkar and other freedom fighters.

The Andaman and Nicobar Command, India's first joint services operational command

With the islands in the news over the Great Nicobar project, the military command that sits there is worth recalling.
The Andaman and Nicobar Command, based at Sri Vijaya Puram, is India's first joint services operational command.
It combines the Army, Navy, Air Force and Coast Guard, and is focused on the Indian Ocean Region.
Lt Gen Dinesh Singh Rana took over as its 18th Commander-in-Chief, a post abbreviated CINCAN.
He was commissioned into the 10th Battalion, The Garhwal Rifles, and later commanded that battalion.
He came to the post from the Defence Intelligence Agency and is the first Chief of Defence Intelligence to be elevated to Commander-in-Chief; he holds a doctorate on China's defence modernisation.

A seismically sensitive, cyclone-prone island: the risk plan written into the Great Nicobar project

As the Great Nicobar project moves towards a final decision, the hazard profile of the island it will sit on is part of the record.
The island is seismically sensitive and cyclone-prone.
A risk assessment and a disaster management plan have been prepared for the project.
The hybrid gas and solar power plant proposed for the project is intended to add resilience, since a single fuel source would be a single point of failure.
Environmental clearance was granted under the EIA Notification, 2006 and the ICRZ Notification, 2019, with 42 compliance conditions attached.
The clearance conditions sit alongside the commitment that 65.99 sq km of the project area is to be kept as green zones with no tree felling.
