Background
The Ministry of Home Affairs has given in-principle approval to create five new districts in the Union Territory of Ladakh. The five new districts are Zanskar, Drass, Sham, Nubra and Changthang. After their formation there will be a total of seven districts in Ladakh, including Leh and Kargil. At present Ladakh has two districts, Leh and Kargil; it is a very large Union Territory in terms of area and one of the least populated areas of India, so the district administration was facing many difficulties in reaching the grassroots level. The Ministry asked the Ladakh administration to form a committee to assess headquarters, boundaries, structure, creation of posts and other aspects of forming the districts and to submit its report within three months, after which the Union Territory sends a final proposal to the Ministry. Zanskar was in the news again when the Prime Minister spoke of snowfall there while inaugurating development projects for Ladakh.

The Ministry records that the process of dialogue has increased reservation for Ladakh's scheduled tribe from 45% to 84%, provided 1/3 women reservations in the councils, and led to Bhoti and Purgi being declared official languages. A recruitment process for 1800 posts was also commenced. Further meetings of the High-Powered Committee were scheduled, and the Ministry has stated that the Government stands committed to the aspiration of the people of Ladakh by providing adequate constitutional safeguards.
