Super Typhoon Champi set to enter the Philippine Area of Responsibility and take the local name Rosal

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said on Tuesday, 20 October 2026 that Super Typhoon Champi was forecast to enter the Philippine Area of Responsibility (PAR) that same day. Weather specialist Veronica Torres said the cyclone would be given the local name Rosal once it entered the PAR. As of 3 a.m. that day it was 1,605 kilometers east of Central Luzon and still outside the PAR. PAGASA said Champi's trough would bring scattered rains and thunderstorms over Catanduanes, Northern Samar and Eastern Samar, while Palawan would see the same conditions because of the Intertropical Convergence Zone, and warned that moderate to heavy rains in those areas could result in flash floods or landslides.

Local name on entering PAR: Rosal Distance east of Central Luzon: 1,605 kilometers
Why it matters for exams: PAGASA's practice of giving entering cyclones a Philippine local name is a standard question on tropical cyclone naming systems.

Philippine welfare department holds more than 4.57 million family food packs as Champi approaches

The Department of Social Welfare and Development (DSWD) said relief goods are already prepositioned in geographically isolated and disadvantaged areas ahead of super typhoon Champi. Assistant Secretary Irene Dumlao of the DSWD's Disaster Response Management Group said goods had been prepositioned in Batanes province. Close to 200,000 family food packs are stored in local warehouses in Region 2, Cagayan Valley, which is expected to feel the effects of the approaching typhoon. As of Monday the department maintained more than 4.57 million family food packs, 345,426 non-food items and 204,695 ready-to-eat-food boxes, along with standby funds for local government units. The prepositioning framework is part of the DSWD's Buong Bansa Handa initiative, which set up two parallel supply chains for severe disasters.

Philippine foreign ministry summons the Chinese Ambassador over his remarks on the use of force

The Department of Foreign Affairs (DFA) summoned Chinese Ambassador Jing Quan on Monday over a public statement he made the previous Thursday. Foreign Affairs Secretary Ma. Theresa Lazaro conveyed the Philippines' serious concern and strong objection, telling the envoy that the statement was provocative and unacceptable and did not contribute to creating understanding. The DFA said it was not the place of a foreign mission to publicly criticise or taunt Philippine officials and lawmakers who are acting on their mandates. Jing had said China could easily win if it chose to use force but added that Beijing would not do so and valued peace. The DFA said it would keep communication lines open with China while firmly upholding Philippine positions, and reserved the right to take further diplomatic action.

Philippine Palace holds back the executive order raising the corn import quota to 500,000 metric tons

Malacañang said President Ferdinand R. Marcos Jr. has yet to sign an executive order expanding the minimum access volume for corn imports while the government assesses its impact during the harvest season. Presidential Communications Office Undersecretary Claire Castro said the Palace is coordinating with the Department of Agriculture so the proposal does not adversely affect local corn farmers and the animal feed sector. The Department of Agriculture has proposed raising the minimum access volume for corn to 500,000 metric tons, more than double the current regular quota of 216,940 metric tons. Corn imports within the quota are subject to a preferential tariff of 5 percent, while shipments exceeding the quota are taxed at 15 percent. The department said the increase is a calibrated contingency measure and not a permanent policy shift.

Bureau of Customs budget cut from more than PHP28 billion to PHP5.9 billion in the House version for 2027

Malacañang said it hopes the proposed 2027 budget of the Bureau of Customs under the National Expenditure Program will be retained. Palace Press Officer Claire Castro said the executive branch supports the agency's position that it needs a higher budget to curb smuggling and collect revenues. The Bureau's proposed budget of more than PHP28 billion for 2027 was reduced to PHP5.9 billion in the House of Representatives' version of the national budget. Castro said the House version remains subject to further deliberations, noting that the Senate will produce its own version before a bicameral conference committee reconciles the two. She said the agency needs additional machinery and equipment to strengthen its anti-smuggling campaign under Commissioner Ariel Nepomuceno.

Philippine Air Force and Army hold their interoperability exercise in Antique with about 1,200 troops

The Philippine Air Force and the Philippine Army Interoperability Exercise began five days of field exercises on Monday in Barangay Ilaures and Barangay Camangahan in Bugasong, Antique. The exercise aims to strengthen the ability of the Armed Forces of the Philippines to respond to maritime and coastal security threats. Philippine Army 3rd Infantry Division Commander Major General Joey Escanillas said some 1,200 troops are taking part and that this is the first time the exercise has been held in the Visayas after earlier runs in Luzon. He said Antique is one of the lines of defence because of its proximity to Palawan and the West Philippine Sea. Exercises on the first day included close air support and direct fire from armoured assets at the shoreline. The exercise began on Oct. 14 at the headquarters of the 301st Infantry Brigade in Camp Hernandez, Dingle, Iloilo.

Nine years after the siege, officials say Marawi rehabilitation and social services remain on track

Officials said on Monday that rehabilitation and social services in Marawi, Lanao del Sur, remain on track nine years after the city's liberation from a siege by armed militants. The Marawi Compensation Board continues on-site inspections and assessments of claimants whose properties were destroyed, and some were compensated earlier this year. The five-month siege staged by Islamic State-affiliated militants, including the Maute group and Abu Sayyaf, was officially declared over on Oct. 23, 2017. The Marawi City General Hospital in Barangay Tolali is nearing completion and the local government is ready to take over the facility; Vice Mayor Majul Gandamra said PHP200 million has been allocated for the hospital's operations in 2027 and the hospital is designed to accommodate up to 100 beds. Armed Forces Chief of Staff General Antonio Nafarrete unveiled the Marawi Operations Map during its ceremonial handover to the AFP Museum at Camp Aguinaldo in Quezon City.

Four public works officials in Davao and Cebu relieved of their posts under a one-strike policy

Four local officials of the Department of Public Works and Highways in Davao City and in Cebu were relieved from their posts effective Monday, Secretary Vince Dizon said. Those relieved in Davao City were Richard Ragasa, formerly assigned there, assistant District Engineer Lilibeth Sarmiento, and Construction Section head Roberto Mamaril. The National Bureau of Investigation had recommended the filing of charges against the three for violation of the Anti-Graft and Corrupt Practices Act and Falsification by Public Officer in relation to flood control and other projects in that city. Renato Catingub, head of the Construction Section of the department's 4th Engineering District in Cebu, was relieved on the basis of complaints lodged by contractors in the province. Dizon said the department is on a one-strike policy and that more names would be announced as investigations continue.
