Putin proposes a three-way summit with Trump and Xi Jinping on the sidelines of the Asia-Pacific Economic Cooperation meeting

Russian President Vladimir Putin has proposed a summit next month with United States President Donald Trump and Chinese leader Xi Jinping to negotiate an end to the Ukraine conflict, according to a Wall Street Journal report of 18 October 2026. The proposal was made during a telephone call with Trump on 9 October, and the Kremlin has suggested the sidelines of the Asia-Pacific Economic Cooperation summit, set for 18 and 19 November in Shenzhen. Kremlin spokesman Dmitry Peskov said there is no clear understanding yet regarding the meeting itself or its potential agenda, while acknowledging that all three parties accept the hypothetical possibility. On 19 October Trump said he is open to three-way talks as soon as next month, saying he would hold them to discuss nuclear weapons and denuclearisation if Xi wanted them. China's foreign ministry said it is unrealistic to ask China to join trilateral nuclear disarmament talks at this stage, as its nuclear strength is not at the level of the United States and Russia.

Egypt's House of Representatives puts off to 26 October its vote on authorising military support for Saudi Arabia

Egypt's House of Representatives on 19 October 2026 adjourned to 26 October its vote on authorising the armed forces to support Saudi Arabia. Parliament has been asked to let President Abdel Fattah el-Sisi approve any Saudi request for defence assistance amid Houthi attacks on the kingdom. The National Defence Council approved the request on 18 October, and Egypt's constitution requires a two-thirds parliamentary majority before troops are sent on a combat mission abroad. The opposition Egyptian Social Democratic Party told its lawmakers to abstain, saying parliament lacked information on the mission's objectives, duration, cost and risks to troops, though two of its members said most of the party's lawmakers support the measure. Sisi, who had asked for an emergency session on 17 October saying it is inconceivable that Egypt would allow Saudi Arabia, its security or stability to be harmed, said the country was talking only about defence.

Vote adjourned to: 26 October Majority required: two-thirds of parliament Body that cleared the request: National Defence Council

From red to silver: the colour-coded notices police forces use across 196 member countries

The full name of INTERPOL is the International Criminal Police Organization, an inter-governmental organization with 196 member countries.
Its General Secretariat is run by the Secretary General and comprises a headquarters in Lyon, a global complex for innovation in Singapore and several satellite offices, while the General Assembly is the governing body and brings all countries together once a year.
In each country a National Central Bureau is the central point of contact for the General Secretariat and other bureaux, and member countries are linked by a secure communications system called I-24/7.
Notices are issued by the General Secretariat at the request of a member country's National Central Bureau, and can also be issued at the request of international criminal tribunals, the International Criminal Court, or the United Nations in relation to Security Council sanctions.
A Red Notice seeks the location and arrest of persons wanted for prosecution or to serve a sentence; a Yellow Notice helps locate missing persons, often minors, or identify persons unable to identify themselves; a Blue Notice collects additional information about a person's identity, location or activities in relation to a criminal investigation.
A Black Notice seeks information on unidentified bodies; a Green Notice gives warning about a person's criminal activities where the person is considered a possible threat to public safety; an Orange Notice warns of an event, a person, an object or a process representing a serious and imminent threat to public safety; and a Purple Notice seeks or provides information on modus operandi, objects, devices and concealment methods used by criminals.
A Silver Notice, in a pilot phase, is used to identify and trace criminal assets, and an INTERPOL-United Nations Security Council Special Notice is issued for entities and individuals who are the targets of United Nations Security Council Sanctions Committees.
A Notice is published only if it complies with the Organization's Constitution and the Rules on the Processing of Data, and it will not be published if it violates Article 3 of that Constitution, which forbids the Organization from undertaking any intervention or activities of a political, military, religious or racial character; requests are reviewed for compliance by the Notices and Diffusions Task Force.

A telescope that orbits the Sun, not the Earth, from a point a million miles out

The James Webb Space Telescope is the largest and most powerful telescope ever launched to space, and it is operated as a partnership of NASA, the European Space Agency and the Canadian Space Agency.
It studies every phase in the history of the Universe, from the first luminous glows after the Big Bang to the formation of solar systems capable of supporting life, and it is designed to peer back in time over 13.5 billion years to the first galaxies born after the Big Bang.
Unlike the Hubble Space Telescope, it does not orbit the Earth; it orbits the Sun 1.5 million kilometers, or 1 million miles, away from the Earth, at the second Lagrange point, called L2.
Its observatory design is so large that it had to fold origami-style to fit inside the rocket and unfold in space.
It carries a 5-layer sunshield that protects the telescope from the infrared radiation of the Sun, Earth and Moon.
Its most recognizable feature is a large, segmented, gold-coated mirror.
Among its instruments is NIRCam, the Near-Infrared Camera, which has been used to pick out the faint host galaxies of distant events.
